U.S.-RUSSIA COOPERATION ON NMD PROPOSED. Major General Vladimir Belous, a professor at the Academy of Military Sciences, told ITAR-TASS on 7 February that the two countries could work together to create defenses against missiles launched by third countries. Meanwhile, an article in "Nezavisimoe voennoe obozrenie," no. 43, pointed out that Russia has lost ground compared to the U.S. in virtually all areas of strategic defense. PG
