RUSSIAN MILITARY WARNS AGAINST SCRAPPING ABM. Defense Minister Igor Sergeev said on 30 January that the American withdrawal from the ABM Treaty "will result in a new arms race, including the most dangerous - a race in rocket technologies," ITAR-TASS reported. His comments were echoed by Colonel General Valerii Manilov, the deputy chief of the Russian General Staff, who said that "the exclusive invulnerability the U.S. has in mind in the planning of a
national missile defense means absolute vulnerability for all other countries." But academician Vladimir Petrovskii told ITAR-TASS on the same day that he believed there is a good chance for constructive talks between Moscow and Washington on preserving the treaty.
