PUTIN SAYS U.S. DELAY ON NMD A MOSCOW VICTORY. In a speech to the staff of the Foreign Ministry on 26 January carried in full on strana.ru, President Vladimir Putin said that "the fact that Washington has so far put off its decision on deploying a national missile defense (NMD) system confirms that if one acts with purposefulness and with thought...it is possible to achieve real positive results." He said Russian diplomats must continue to work with "our partners" in the full expectation that the outcome of dialogue with them and with Washington will be "quite positive." PG
