SOUTH KOREA SEEKS TO DEVELOP ARMS TOGETHER WITH RUSSIA

MOSCOW, April 26 (RIA Novosti) - South Korea hopes to sign a memorandum on understanding with Russia this year, which mark the start of joint arms development, above all missiles.
"The memorandum is aimed at stopping the import of Russian arms and developing jointly arms on the basis of technical cooperation in designing missiles," Chosun Ilbo, an influential South Korean newspaper, wrote on Tuesday, referring to a source in the Defense Ministry of Republic of Korea.
According to the paper, the source is an official, who took part in the talks between the defense ministers of Russia and South Korea held last week in Moscow. However, his name is withdrawn.
An understanding was reached at the talks on signing a memorandum in the military sphere before the end of this year.
Chuson Ilbo writes that South Korea no longer has a possibility to buy Russian arms, unless joint designing is conducted in the defense area, and the Koreans tried to persuade the Russian side accept this idea at the Moscow talks.
The South Korean Defense Ministry seeks to import Russian technologies for developing middle-range anti-aircraft missile systems (K-MSAM) by 2008, the paper reports.
