- U.S.-JAPAN DEFENSE: FEARS OF A 'PROVOKED' CHINA, A 'REMILITARIZED' JAPAN US Information Agency - Foreign Media Reaction Report 06 October 1997 -- As analysts overseas weighed in with their assessments of the revised U.S.-Japan Defense Cooperation Guidelines made public in New York on September 23, the vast majority had "mixed feelings" and a "certain degree of concern" over the terms outlined in the document. Most worried that the document "paved the way" for a possible remilitarization of Japan. Equally evident were worries about Beijing's reaction to the security arrangements outlined in the document, which allow for mutual cooperation between the U.S.and Japan "in situations in areas surrounding Japan."

- DoD News Briefing - Subject: Defense Guidelines Review September 19, 1997 -- The Defense Guidelines provide guidance for our political leadership and for our military planners in terms of roles and missions about how the United States and Japan would respond in a crisis. To date in the Persian Gulf War during the 1993 nuclear crisis, we essentially saw Japan unable to respond to what it would be able to do. The Defense Guidelines will provide to the United States clear assurances and clear understandings about the kinds of rear area support that we would get in the event of a crisis in the Asian Pacific region, and we expect a high degree of specificity in terms of airfields, ports, facilities, and a whole variety of rear area support. What we are talking about now are in a major crisis we might need to use more facilities in Japan. The Guidelines now provide an active way for Japan's defense to cooperate with us for not only the defense of Japan, but for regional contingencies.
