NIA WEAPONS AND NIGHT VISION
REQUIREMENTS
This
Statement of Work (SOW) articulates the equipment, equipment training,
logistics support requirements, and maintenance requirements for the New Iraqi
Army (NIA) and the Iraqi National Defense Force (INDF). Detailed information is
provided for the Light Infantry Battalion sets.
1. Weapons
1.1 9mm Hand
Gun (CLIN 000_AA): This will be the
standard sidearm of the Battalion.
Salient features are:
·
Weapon similar or
equal to NATO Berretta 9mm.
·
New weapons only
will be considered.
·
Delivered with five
magazines (15 rounds per magazine) per weapon.
·
Each delivered with
one cleaning kit and six months worth of expendable cleaning elements.
·
Delivered with an
appropriate two year stockage of spare parts for the quantity identified in
CLIN 000_AA.
·
Delivered with two
unit level armorers kits.
·
Delivered with 750
rounds of ammunition per the weapons quantity identified in CLIN 000_AA.
1.2 AK-47 (CLIN 000_AB (This
will be an optional CLIN)): This will be the standard individual weapon
of the Battalion. Salient features are:
·
Because of the
immense number of government and commercial sources, delivered weapons must be
from the same manufacturer to ensure commonality.
·
New weapons only
will be considered.
·
Weapon will use the
7.62mm x 39 Caliber cartridge.
·
Weapon will have a
fixed wooden stock.
·
Delivered with 7
magazines (30 rounds each) per weapon.
·
Delivered with an
appropriate two year stockage of spare parts for the quantity identified in CLIN
000_AB.
·
Delivered with two
unit level armorers kits.
·
Delivered with 2,000
rounds of ammunition per the weapons quantity identified in CLIN 000_AB.
1.3 PK Machine Gun (CLIN 000_AC): This will be
the standard crew-served, sustained fire machine gun of the Battalion. Salient features are:

Because of the
immense number of government and commercial sources, delivered weapons must be
from the same manufacturer to ensure commonality.
·
New weapons only
will be considered.
·
Weapon will use the
7.62mm x 54 Caliber cartridge.
·
Weapon will have a
foldable bipod.
·
Delivered with an
appropriate two year stockage of spare parts for the quantity identified in
CLIN 000_AC.
·
Delivered with two
unit level armorers kits.
·
Delivered with 4,000
rounds of ammunition per the weapons quantity identified in CLIN 000_AC.
1.4 Medium Mortar (CLIN 000_AD): This will be
the standard crew-served, indirect fire weapon of the Battalion. Salient features are:
·
Because of the
immense number of government and commercial sources, delivered weapons must be
from the same manufacturer to ensure commonality.
·
New weapons only
will be considered.
·
Weapon will be a
medium mortar in between 80mm and 110mm.
·
Each set will have:
tube, bipod, baseplate, and site plus appropriate carrying straps to allow for
manpack of the weapon.
·
Delivered with an
appropriate two year stockage of spare parts for the quantity identified in
CLIN 000_AD.
·
Delivered with two
unit level armorers kits.
·
Delivered with 1,000
rounds of ammunition per the weapons quantity identified in CLIN 000_AD. Rounds to be broken out per the following:
500 rounds high explosive, 200 rounds illumination, 200 rounds white
phosphorous, 100 rounds smoke.
1.5 RPG-7 Rocket Launcher (CLIN
000_AE): This will be the standard crew-served,
direct fire weapon of the Battalion.
Salient features are:
·
Because of the
immense number of government and commercial sources, delivered weapons must be
from the same manufacturer to ensure commonality.
·
New weapons only
will be considered.
·
Weapon will use the
former Warsaw Pact RPG-7 rounds.
·
Each set will have:
launch tube (including handgrip and firing actuator) and sight.
·
Delivered with an
appropriate two year stockage of spare parts for the quantity identified in
CLIN 000_AE.
·
Delivered with two
unit level armorers kits.
·
Delivered with 100
rounds of ammunition per the weapons quantity identified in CLIN 000_AE. Rounds to be broken out per the following:
100 rounds high explosive anti tank.
1.6 Medium Anti-Tank System (CLIN 000_AF): This will be the
standard
crew-served, direct fire weapon of the Battalion. Salient features are:

Because of the
immense number of government and commercial sources, delivered weapons must be
from the same manufacturer to ensure commonality.
·
New weapons are
preferred, refurbished weapons will be considered.
·
Must be able to
defeat new and refurbished main battle tanks at 1 - 2 km range.
·
Delivered with an
appropriate two year stockage of spare parts for the quantity identified in
CLIN 000_AF.
·
Delivered with two
unit level armorers kits.
·
Delivered with 300
rounds per system of various mix if a gun system, approximately 50
missiles/systems if a missile system.
1.7 Warranty of Items in Section
1: Unless otherwise stated,
All items will come with a three year warranty.
2. Night Vision
2.1 Individual Night Vision
Device (CLIN 000_AA): This
individual system will allow squad leaders, patrol leaders, and above to have
night vision capability. Salient
features are:

Allow users to
engage targets in low light levels with weapons cited in sections 1.1 and 1.2.
·
Can be mounted to an
individuals head with adjustable straps.
·
Allow individuals to
drive vehicles and conduct low light level operations with all items and
equipment identified in this statement of work.
·
Allow operations in
low light level conditions. Low light
level is considered to evening (Sunset to Sunrise) hours with 10% or greater
moonlight illumination.
·
Be battery operated
with an individual battery life of eight hours of continuous operations without
degradation.
·
Delivered with
either 25 batteries per the quantity identified in CLIN 000_AA or 6 sets of
rechargeable batteries and 1 recharger per the quantity identified in CLIN 000_AA.
2.2 Weapon Mounted Night Vision
Device (CLIN 000_AB): This system
will allow operators of the weapon identified in section 1.3 to have night
vision capability. Salient features
are:

Allow users to
engage targets in low light levels with weapon cited in sections 1.3.
·
Shall be mountable
on the weapon cited in section 1.3 and allow the operator to zero and qualify
with weapon cited in 1.3.
·
Allow operations in
low light level conditions. Low light
level is considered to evening (Sunset to Sunrise) hours with 10% or greater
moonlight illumination.
·
Be battery operated
with an individual battery life of eight hours of continuous operations without
degradation.
·
Delivered with
either 25 batteries per the quantity identified in CLIN 000_AB or 6 sets of
rechargeable batteries and 1 recharger per the quantity identified in CLIN 000_AB.
2.3 Warranty of Items in Section 2: Unless
otherwise stated, All items will come
with a three year warranty.
3. Site Set Up and Prep of initial Battalion
Sets (Including Government Acceptance Procedures) for the above.
3.1 Site Set
Up and Prep: For all CLINS except the "A" group (1st
BN) offeror should submit prices including delivery and site preparation for
user operation of equipment to Kirkush Military Training Base (KMTB), Iraq
(Mercator Grid Reference System 38SNC 22027 30374). This is approximately 70
miles west of Baghdad, close to the Iranian border. If the contractor chooses to price their offer using this method
for Group A, delivery and site preparation must be completed by 6 Sep 03 at
1700 (5:00 PM) local time. Site Set Up
and Prep of items means that all delivered items will be unwrapped, unpackaged,
assembled, re-assembled, and otherwise placed in operational order. All dunnage and packing items related to
shipment will be neatly assembled and moved to a refuse site identified by the
point of contact for the Coalition Military Assistance Training Team (CMATT) at
KMTB. All CLINS except for 0005 thru
0006AB will be priced in accordance with this paragraph. An alternative pricing arrangement is not
authorized for CLINS 0009 through 0040.
3.2 Delivery time for Group B (2nd
Bn): Delivery and site preparation for Group B (2nd
BN) must be complete by 8 Nov 03 at 1700 (5:00 PM) local time at KMTB. There is no alternative pricing proposal
arrangement for the "B through I" series CLINS. For optional groups C through I, delivery and site preparation
suspense is to be determined.
3.3 A bonus of 1% of the total awarded firm (not
including options) value of the resulting contract will be paid for each
complete 24 hour period in advance of the delivery deadlines specified in
section 3.1 and alternate pricing arrangement in CLIN 0005 through 0006AB (up
to 5% total).
3.4 For items 000_AD, 000_AE, 000_AF, items are
to be delivered 30 Jan 2004 to Kirkush Military Training Base.
3.5 New Iraqi Army Acceptance Procedures (Section 3): The vendor
will designate a representative to conduct a presentation of all items in
section 1 and 2 to a designated CMATT point of contact. Government acceptance of items in sections 1
and 2 will occur when the CMATT Point of Contact validates that all items are
in working order (it is intended to complete the NIA Acceptance procedures
within 48 hours after 6 Sep 03 at 1700 local time for the "A" set and 48 hours
after 8 Nov 03 at 1700 local time for the "B" set.
4. Warranty and Maintenance Support for initial
Battalion Sets
4.1 Warranty for items in
section 1 and 2: Warranty for items in section 1 and 2 is
required and will be priced into the individual CLINs in section 1 and 2. Please see section 1.7 and 2.3 for specific
terms of warranty.
4.2 Maintenance support for
items in Section 1 and 2 (Optional CLINs ): On site
maintenance of the items in section 1 and 2 is requested. Offerors are to price optional CLIN in terms
of the ability to respond to maintenance issues at KMTB within 12 hours of
government notice. CMATT personnel are
to be notified five days in advance of routine maintenance actions so that
equipment may be made available.
Maintenance does not equate to repairs of equipment damaged or destroyed
during INDF training and/or operations.
Offeror and CMATT POC will assess issues to determine if the item
needing maintenance is a valid maintenance item or a repair of equipment abused
or misused by INDF/CMATT personnel.
Contracting Officer will make the determination if there is a
disagreement between CMATT and vendor points of contact. Period of performance for each optional
Maintenance Support CLIN will be 12 months.
5. Training Support for initial Battalion Sets
5.1 Manuals
for items identified in sections 1 and 2 (not separately priced): All individual items are to arrive with
operator's manuals (one manual per item) written in English. Companion Arabic (appropriate to Iraq)
manuals are desired, but not required.
5.2 Operator Training Support for items in section 1 and 2 (not separately priced): The vendor shall plan to conduct one iteration of operator level training per item to approximately 1,000 Arabic speaking students and a small number of English speaking trainers in the 8 to 12 September 2003 period for the "A" set of equipment and one iteration of the same training to a different group of approximately 1,000 Arabic speaking students and a small number of English speaking trainers in the 10 to 14 November 2003 period for the "B" set of equipment.
