VEHICLES and ROLLING STOCK
REQUIREMENTS
This
Statement of Work (SOW) articulates the equipment, equipment training,
logistics support requirements, and maintenance requirements for the New Iraqi
Army (NIA) and the Iraqi National Defense Force (INDF). Detailed information is
provided for the Light Infantry Battalion sets
Vehicles and Rolling
Stock (CLIN 0001- 0010)
1.1 Light
Wheeled Vehicle (CLIN 000_AA): This
will be the main organic source of transportation for the line companies,
staff, and scout section of the battalion.
Salient features are:
·
It will be four
wheeled.
·
Capable of off-road
movement in a desert environment (weather and terrain conditions found in the
nation of Iraq). It is intended that
this be the most durable commercially available/non-developmental off- road
vehicle from the offeror.
·
Can carry four
soldiers (including the driver) and their rucksacks, weapons, and individual
equipment. Planning weight for each
soldier, and their rucksacks, weapons, and individual equipment is 350 pounds
(i.e. the vehicle must be able to carry 1,400 pounds of cargo).
·
Able to provide
power for the radio equipment sets requiring 12 volt power.
·
It shall be Desert
Tan in color.
·
It is preferred that
this be a commercial off the shelf vehicle.
·
A winch is desired,
but not required.
·
Must be able to tow
a fully loaded trailer (1.9/CLIN 000_AJ).
·
It is not intended
to be used as a combat vehicle to fight from (i.e., there is no requirement for
this vehicle to be armored).
·
The crew seating
area and the cargo area should be enclosed from the elements.
·
Commercial vehicles
such as a GMC Envoy or Land Rover are offered as suggestions, but not as the
required vehicle.
1.2 Medium
Wheeled Vehicle (CLIN 000_AB): This
is a vehicle with more space and capacity than the 1.1 Light Wheeled
Vehicle. Salient features are:

It will be four
wheeled.
·
Capable of off-road
movement in a desert environment (weather and terrain conditions found in the
nation of Iraq). It is intended that
this be the most durable commercially available/non-developmental off-road
vehicle from the offeror.
·
Can carry six
soldiers (including the driver) and their rucksacks, weapons, and individual
equipment. Planning weight for each
soldier, and their rucksacks, weapons, and individual equipment is 350 pounds
(i.e., the vehicle must be able to carry 2,100 pounds of cargo).
·
Able to provide
power for the radio equipment sets requiring 12 volt power.
·
It shall be Desert
Tan in color.
·
It is preferred that
this be a commercial off the shelf vehicle.
·
A winch is desired,
but not required.
·
Must be able to tow
a fully loaded trailer (1.9/CLIN 000_AJ).
·
It is not intended
to be used as a combat vehicle to fight from (i.e., there is no requirement for
this vehicle to be armored).
·
The crew seating
area and the cargo area should be enclosed from the elements.
·
A commercial vehicle
such as the Dodge Durango or GM Suburban is offered as a suggestion, but not as
the required vehicle.
1.3 Heavy
Wheeled Vehicle (CLIN 000_AC): This
is the primary heavy lift vehicle for the transportation company. Salient features are:

Capable of off-road
movement in a desert environment (weather and terrain conditions found in the
nation of Iraq). It is intended that
this be the most durable commercially available/non-developmental off-road
vehicle from the offeror.
·
It will have a
covered flatbed behind the driver's compartment. Sides of the covered flatbed should be removable or rolled up to
allow both quick entry/exit and ventilation.
·
Primary personnel
and cargo access to the flatbed will be through the rear of the flatbed. Steps/footings must be available to assist
in easy personnel access.
·
The flatbed will
have stake sides and bench seats that fold down to present a rectangular cubic cargo
area unobstructed by wheel wells or other objects.
·
Can carry sixteen
soldiers (excluding the driver and other passengers in the driver's
compartment) seated on the bench seats and their rucksacks, weapons, and
individual equipment. Planning weight for
each soldier, and their rucksacks, weapons, and individual equipment is 350
pounds (i.e., the vehicle must be able to carry 5,600 pounds of cargo in
addition to a driver/codriver (700 pounds).
·
It shall be Desert
Tan in color.
·
Able to provide
power for the radio equipment sets requiring 12 volt power.
·
It is preferred that
this be a commercial off the shelf vehicle.
·
A winch is desired,
but not required.
·
Must be able to tow
a trailer (CLIN 000_AK and AL).
·
It is not intended
to be used as a combat vehicle to fight from (i.e., there is no requirement for
this vehicle to be armored).
·
A commercial vehicle
such as the International 4400 Series Truck is offered as a suggestion, but not
as the required vehicle.
1.4 Motorcycle (CLIN 000_AD): This is the
high speed, cross country, reconnaissance vehicle for the Scout Section. Salient features are:
·
Capable of off-road
movement in a desert environment (weather and terrain conditions found in the
nation of Iraq). It is intended that
this be the most durable commercially available/non-developmental off- road
vehicle from the offeror.
·
Capable of carrying
one driver with individual weapon. If
necessary, a passenger may also be carried behind the driver for short
periods.
·
Engine Size to be in
between 400cc and 750cc.
·
Durable saddlebags
with secured lids.
·
It shall be Desert
Tan in color.
·
Each motorcycle will
come with a Medium Helmet.
·
It is preferred that
this be a commercial off the shelf vehicle.
·
It is not intended
to be used as a combat vehicle to fight from (i.e. there is no requirement for
this vehicle to be armored).
·
A commercial vehicle
such as the Honda CRF 450R or Kawasaki KLR 650 are offered as a suggestion, but
not as the required vehicles.
1.5 Ambulance Vehicle (CLIN 000_AE): This is the
ambulance vehicle for the medical section.
Salient features are:
·
Capable of off-road
movement in a desert environment (weather and terrain conditions found in the
nation of Iraq). It is intended that this be the most durable commercially
available/non-developmental off- road vehicle from the offeror.
·
Capable of carrying
two to three stretchers or five to six ambulatory patients and their rucksacks,
weapons, and individual equipment.
Planning weight for each soldier, and their rucksacks, weapons, and
individual equipment is 350 pounds (i.e., the vehicle must be able to carry
2,100 to 2,450 pounds of cargo in addition to a driver/codriver (also acting as
medics (700 pounds)).
·
Will contain basic
first aid hardware such as two stretchers, 2 backboards, IV hooks, and EMT
first aid packs.
·
Able to provide
power for the radio equipment sets requiring 12 volt power.
·
It shall be Desert
Tan in color (with appropriate international symbols to distinguish it as a
medical vehicle).
·
It is preferred that
this be a commercial off the shelf vehicle.
·
It is not intended
to be used as a combat vehicle to fight from (i.e. there is no requirement for
this vehicle to be armored).
·
It is intended that
this be a common frame to the vehicle identified in 1.2/CLIN 000_AB.
1.6 Water Trailer (CLIN 000_AF): This is to
be a towed trailer that will carry potable water. Salient features are:
·
Capable of off-road
movement in a desert environment (weather and terrain conditions found in the
nation of Iraq). It is intended that
this be the most durable commercially available/non-developmental off- road
trailer from the offeror.
·
Capable of carrying
500-800 gallons of potable water in a plastic or non-corrosive metal bladder.
·
It will be
compatible with and be capable of being towed by 1.3/CLIN 000_AC Heavy Wheeled
Vehicle. This includes wiring
connections for taillights and turn signals as well as towing connections.
·
It should be filled
from the top.
·
It must have a drain
for purging/cleaning.
·
It should have at
least two easily accessible spigots on each side for filling of canteens, Camel
Backs, five gallon jugs, or other water containers.
·
Spigots should be
male threaded to receive a garden hose.
·
It shall be Desert
Tan in color.
·
It is preferred that
this be a commercial off the shelf item.
·
A commercial item

is offered as a suggestion, but not as the required item.
1.7 Refueling Vehicle/Tanker
(CLIN 000_AG): This is the refueling vehicle/tanker for the
motorized rolling stock of the battalion.
Salient features are:

Capable of off-road
movement in a desert environment (weather and terrain conditions found in the
nation of Iraq). It is intended that
this be the most durable commercially available/non-developmental off- road
vehicle from the offeror.
·
Capable of carrying
a removable refueling pod of approximately 800 gallons (total weight of the pod
and the fuel not to exceed 5,600 pounds) - (In addition, the vehicle must be
able to carry a driver/codriver (who also acts as the refueling crew and their
equipment (700 pounds)).
·
The refueling pod
will be unpressurized and have two 125 gallons per minute refueling lines (one
on each rear side of the refueling pod).
These two lines will allow simultaneous refuel of two vehicles (one on
each side of the tanker).
·
The refueling pod
must have four lift points for removal from the vehicle.
·
Lashing devices to
secure the fully loaded fuel pod to the vehicle are to be included.
·
Able to provide
power for the radio equipment sets requiring 12 volt power.
·
It shall be Desert
Tan in color.
·
It is preferred that
this be a commercial off the shelf vehicle.
·
It is not intended
to be used as a combat vehicle to fight from (i.e., there is no requirement for
this vehicle to be armored).
·
A commercial vehicle
such as the International 4400 Series Truck is offered as a suggestion, but not
as the required vehicle.
·
It is intended that
this be a common frame to the vehicle identified in 1.3 CLIN 000_AC.
1.8 Recovery Vehicle (CLIN 000_AH): This is the
recovery vehicle for the motorized rolling stock of the battalion. Salient features are:

Capable of off-road
movement in a desert environment (weather and terrain conditions found in the
nation of Iraq). It is intended that
this be the most durable commercially available/non-developmental off- road
vehicle from the offeror.
·
Capable of towing
any fully loaded vehicle/trailer identified in this Statement of Work across
the desert environment identified in the previous bullet.
·
Possess an "A" Frame
boom and winch capable of lifting 1000 to 2,500 pounds.
·
And/or possess an
articulated crane capable of lifting 3,000 to 6,000 pounds.
·
Contain appropriate
extensions to safely support the vehicle and lifted cargo during lift
operations.
·
Each vehicle will
contain a comprehensive mechanics tool box.
This tool set must have both metric and standard tools. It should be equivalent
or better than the Sears Craftsman 546 Toolset #00933446000 and includes a
carrying case.
·
All towing/lift
accessories to be included.
·
Capable of carrying
cargo and supplies around the flatbed rear of the vehicle (flatbed space not
occupied by crane/boom equipment be available for carrying of cargo).
·
Be able to carry
cargo not to exceed 5,600 pounds across the terrain identified in the text of
Section 1.8. This weight includes
crane/boom equipment and other components required to meet its recovery
mission. In addition, must be able to
carry a driver/codriver (who also acts as the recovery crew and their equipment
(700 pounds)).
·
Able to provide
power for the radio equipment sets requiring 12 volt power.
·
It shall be Desert
Tan in color.
·
It is preferred that
this be a commercial off the shelf vehicle.
·
It is not intended
to be used as a combat vehicle to fight from (i.e., there is no requirement for
this vehicle to be armored).
·
A commercial vehicle
such as the International 4400 Series Truck is offered as a suggestion, but not
as the required vehicle.
·
It is intended that
this be a common frame to the vehicle identified in 1.3 CLIN 000_AC.
1.9 Cargo Trailer (CLIN 000_AJ): This is to
be a towed trailer that will carry cargo and equipment and be towed by vehicles
identified in Sections 1.1 and 1.2.
Salient features are:
·
Capable of off-road
movement in a desert environment (weather and terrain conditions found in the
nation of Iraq). It is intended that
this be the most durable commercially available/non-developmental off- road
trailer from the offeror.
·
Capable of carrying
1,000 to 1,500 pounds of cargo.
·
Have a rectangular
cubic cargo space unobstructed by wheel wells or other objects. Minimum unobstructed height, length, and
width will be 5ft, 8 ft, and 5 ft.
·
It will have a soft
removable cover that when secured in the traveling configuration (i.e. allowing
enclosure of cargo while traveling), will still allow the minimum dimensions
cited previously in 1.9.
·
It will be
compatible with and be capable of being towed by vehicles identified in 1.1 and
1.2. This includes wiring connections
for taillights and turn signals as well as towing connections.
·
It shall be Desert
Tan in color.
·
It is preferred that
this be a commercial off the shelf item.
·
A commercial item
such as the trailers identified in http://www.cmtrailers.com
are offered as a suggestion, but not as the required item.
1.10 Large Cargo Trailer (CLIN 000_AK): This is to
be a towed trailer that will carry cargo and equipment and be towed by the vehicle
identified in Section 1.3/CLIN 000_AC.
Salient features are:

Capable of off-road
movement in a desert environment (weather and terrain conditions found in the
nation of Iraq). It is intended that
this be the most durable commercially available/non-developmental off- road
trailer from the offeror.
·
Capable of carrying
3,500 to 4,500 pounds of cargo.
·
Have a rectangular
cubic cargo space unobstructed by wheel wells or other objects. Minimum unobstructed height, length, and
width will be 6ft, 10 ft, and 6 ft.
·
It will have a soft
removable cover that when secured in the traveling configuration (i.e. allowing
enclosure of cargo while traveling), will still allow the minimum dimensions
cited previously in 1.10.
·
It will be
compatible with and be capable of being towed by vehicles identified in 1.3. This includes wiring connections for
taillights and turn signals as well as towing connections.
·
It shall be Desert
Tan in color.
·
It is preferred that
this be a commercial off the shelf item.

A commercial item
such as the trailers identified in http://www.cmtrailers.com
are offered as a suggestion, but not as the required item.
1.11 Kitchen Trailer (CLIN 000_AL): This is to
be a towed kitchen trailer that will carry and prepare perishable and
non-perishable food and food preparation products for the Battalion Mess
Section. It will be towed by the
vehicle identified in 1.3. Salient
features are:
·
Capable of off-road
movement in a desert environment (weather and terrain conditions found in the
nation of Iraq). It is intended that
this be the most durable commercially available/non-developmental off- road trailer
from the offeror.
·
Capable of carrying
approximately 2,500 to 4,500 pounds of cargo (including food preparation and
storage equipment).
·
Will need storage
space for perishable and non-perishable food products.
·
Intent is for this
kitchen to be able to support mess operations for 400-800 personnel per meal.
·
Will be fully
capable of stand alone operation (will have power/fuel to operate without any
external power/fuel).
·
Will have extensions
to firmly support the trailer during field operations.
·
In addition will be
able to operate electrical components off of 1.3 Vehicle voltage or external
220 volt power.
·
Will have lights for
operation during darkness.
·
Be able to fry,
steam, bake, grill and otherwise prepare 350 hot meals per hour.
·
It will be
compatible with and be capable of being towed by vehicles identified in 1.3. This includes wiring connections for
taillights and turn signals as well as towing connections.
·
It shall be Desert
Tan in color.
·
It is preferred that
this be a commercial off the shelf item.
1.12 Color of Items in Section 1: Unless
otherwise stated, the exterior color of all section 1 items is to be the same
shade of Desert Tan.
1.13 Warranty of Items in
Section 1: Unless otherwise stated, all self propelled
items will come with a three year/36,000 mile warranty (included in the price
of these CLINs). All non-self propelled
items will come with a three year warranty.
2. Site Set Up and Prep of initial Battalion
Sets (Including Government Acceptance Procedures) for the above.
2.1 Site Set Up and Prep : For all CLINS except the "A" Group (1st
BN) offeror should submit prices including delivery and site preparation for
user operation of equipment to Kirkush Military Training Base (KMTB), Iraq
(Mercator Grid Reference System 38SNC 22027 30374) . This is approximately 70 miles west of Baghdad, close to the
Iranian border. If the contractor
chooses to price their offer using this method for Group "A", delivery and site
preparation must be completed by 6 Sep 03 at 1700 (5:00 PM) local time. Site Set Up and Prep of items means that all
delivered items will be unwrapped, unpackaged, assembled, re-assembled, and
otherwise placed in operational order.
All dunnage and packing items related to shipment will be neatly
assembled and moved to a refuse site identified by the point of contact for the
Coalition Military Assistance Training Team (CMATT) at KMTB. All CLINS except for 0002 will be priced in
accordance with this paragraph. An
alternative pricing arrangement is not authorized for CLINS 0003 through 0010.
2.2 Delivery time for Group B (2nd
Bn): Delivery and site preparation for Group B
(2nd BN) must be complete by 8 Nov 03 at 1700 (5:00 PM) local time
at KMTB. There is no alternative
pricing proposal arrangement for the "B through I" series CLINS. For optional groups C through I, delivery
and site preparation suspense is to be determined.
2.3 New Iraqi Army Acceptance
Procedures: The vendor will designate a representative
to conduct a presentation of all items in section 1 to a designated CMATT point
of contact. Government acceptance of
items in section 1 will occur when the CMATT Point of Contact validates that
all items are in working order (it is intended to complete the NIA acceptance
procedures within 48 hours after 6 Sep 03 at 1700 local time for the "A" set
and 48 hours after 8 Nov 03 at 1700 local time for the "B" set.)
2.4 A bonus of 1% of the total awarded firm (not
including options) value of the resulting contract will be paid for each
complete 24 hour period in advance of the delivery deadlines specified in
section 2.1 and alternate pricing arrangement in CLIN 2 (up to 5% total.)
3. Warranty and Maintenance Support for Initial
Battalion Sets
3.1 Warranty for items in
section 1: Warranty for items in section 1 is required
and will be priced into the individual CLINs in section 1. Please see section 1.13 for specific terms
of warranty.
3.2 Maintenance support for
items in Section 1 (Optional CLINs 000_CA ): On site
maintenance of the items in section 1 is requested. Offerors are to price optional CLIN in terms of the ability to
respond to maintenance issues at KMTB within 12 hours of government
notice. CMATT personnel are to be
notified five days in advance of routine maintenance actions so that equipment
may be made available. Maintenance does
not equate to repairs of equipment damaged or destroyed during INDF training
and/or operations. Offeror and CMATT
POC will assess issues to determine if the item needing maintenance is a valid
maintenance item or a repair of equipment abused or misused by INDF/CMATT
personnel. Contracting Officer will
make the determination if there is a disagreement between CMATT and vendor
points of contact. Period of
performance for each CLIN 000_CA will
be 12 months.
4. Training Support for initial Battalion Sets
4.1 Manuals
for items identified in section 1 (not separately priced): All individual items are to arrive with
operator's manuals (one manual per item) written in English. Companion Arabic (appropriate to Iraq) manuals
are desired, but not required.
4.2 Operator
Training Support for items in section 1 (not separately priced): The vendor shall plan to conduct one
iteration of operator level training per item to approximately 1,000 Arabic
speaking students and a small number of English speaking trainers in the 8 to
12 September 2003 period for the "A" set of equipment and one iteration of the
same training to a different group of approximately 1,000 Arabic speaking
students and a small number of English speaking trainers in the 10 to 14
November 2003 period for the "B" set of equipment.
