- POWELL / EUROPE VOA 16 May 2003 -- Secretary of State Colin Powell says he hopes the United Nations Security Council will soon lift sanctions against Iraq. His remarks followed Germany's pledge to work for a U-N resolution on the matter that will satisfy other council members. Mr. Powell went to the German capital to help patch up U-S-German relations, soured by Chancellor Gerhard Schroeder's fierce opposition to the U-S-led war in Iraq.

Looters remain the primary cause of the unease, and many city residents have armed themselves in order to defend their family and property. Iraqis say Americans are to blame for the poor security situation because they are doing too little to enforce law and order. Some go so far as to say the U.S. troops should shoot looters on sight -- something the Americans now say they won't do.
