April 1998

  • THE PRACTICAL EFFECT OF THE IRAQI OIL-FOR-FOOD PROGRAM Douglas Scott [This paper appeared originally in Disarmament Diplomacy (Issue No. 25, April 1998) With the oil-for-food program in place, the sanctions regime has been transformed. It no longer involves an outright prohibition of oil exports. Instead, the regime now depends on a system of controlled exports, under which 85% of the country's export earnings are administered by the UN and must be spent in accordance with the requirements of the UN. Under this new version of sanctions, the UN is able to achieve a measure of targeting so that the suffering caused to the general populace is substantially reduced while the political leadership is still saddled with annoying and humiliating controls.
  • Open letter to all members of the Security Council REPUBLIC OF IRAQ Permanent Mission To The United Nations -- April 30, 1998 Iraq has been subjected to such iniquitous justice as has never been recorded in history books. Iraq has suffered the injustice of repeated military aggressions since January 17th, 1991. The latest was the aggression of the Third Return perpetrated in 1996. Iraq has also been subjected to a series of threats supported by military build-up which began in 1990 and have continued unabated ever since.
  • THE COMING CRISIS IN IRAQ? ASSESSING BLAME BEFOREHAND USIA Foreign Media Reaction Report April 30, 1998 - Observers in many countries foresaw a new Iraq crisis in the coming weeks or months, but disagreed on who would bear the responsibility. Most Middle East media considered the continuation of UN sanctions against Iraq unjust, with some finding it tied to the Middle East peace process and the interests of Israel. European and Asian opinion tended to see a stubborn Saddam Hussein bringing a new crisis on himself. Middle East papers claimed Iraq has complied with all resolutions and often saw the issue as one between the United States and Iraq; others saw an unrepentant Iraq defying the world.
  • [EXCERPTS] DoD News Briefing / Secretary Cohen Thursday, April 30, 1998 - The best way to persuade Saddam Hussein to comply, obviously, is to maintain a solidarity of opinion on the part of the allies, and those who are responsible, have been responsible for enforcing the resolutions of the United Nations.
