Among those judging that there have been insufficient diplomatic efforts made thus far were a string of commentators in Iran, Jordan, Syria, France, Denmark, the Netherlands, Norway, China--including a pro-PRC paper in Hong Kong--Japan, Indonesia, Nepal, Pakistan, Chile and Nigeria.
