CONGRESSIONAL REPORT, WEDNESDAY, JULY 1

(U.S. hostages/Iran) (330) TASK FORCE REPORT SAYS BUSH IN U.S. IN OCTOBER 1980 A preliminary House of Representatives task force report released July 1 concludes that President Bush "was in the United States continuously" throughout a period of time when he was alleged to have concluded a secret agreement in Paris with the Iranian government concerning U.S. hostages. Developments related to the American hostages held in Iran were an important issue in the 1980 U.S. presidential election.

"All credible evidence leads to the conclusion that President Bush was in the United States continuously during the October 18-22 time period, and not attending secret meetings in Paris, France," October Surprise Task Force chairman Lee Hamilton said at a news conference in Washington.

Hamilton emphasized that the finding "does not in itself resolve the many allegations under investigation by the task force," including an alleged delay in the release of American hostages and sale or transmittal of arms and spare parts to Iran in 1980 or thereafter.

Later in the day, the White House press secretary's office released a statement expressing its satisfaction with the report: "We are glad that Congress, in a bipartisan report, concluded today what we knew all along -- that President Bush had no involvement with any alleged meeting in Paris in October 1980, and in fact, he never left the country at that time."

Hamilton refused to characterize the evidence under review, provide conclusions about other allegations, or identify the more than 50 unsworn witnesses interviewed by the task force.

"We see no advantage to disseminating piecemeal information or rendering partial conclusions," Hamilton said, stressing that the 19-member group had completed about one third of its inquiry. He said the task force, which was formed on February 5, 1992, is committed to conducting a low-profile investigation and expects to complete its inquiry this year.
