Indo-US nuclear deal proceeding on "strict reciprocity" basis

Indian Prime Minister Manmohan Singh today made it clear that there was no stalemate in the Indo-US nuclear deal and that it was proceeding on the basis of "strict reciprocity."
"If the US does not meet its obligation, India also is not bound to do so."
Seeking to allay apprehensions of members of a joint nuclear group that the US Administration has been asking for more concessions ever since the Indo-US nuclear deal was reached on July 18 this year, Singh assured that the statement jointly issued by him and President George W Bush was a "binding commitment."
The second meeting of the Nuclear Working Group will be held later this month, the prime minister told the Rajya Sabha (upper house of the Indian Parliament).

The working group, headed by Foreign Secretary Shyam Saran and US Undersecretary of State Nicholas Burns, held its first meeting on October 21 in New Delhi with Singh describing it as a "good meeting." The decision to put up certain facilities and a reactor was "entirely an Indian decision," he said.

"There is no question of any other country forcing India to put this facility or that facility," he asserted.
