Statement by the Press Secretary
In a twenty-minute telephone call this evening, President
Clinton and President Kim Young Sam of South Korea discussed
recent developments in the North Korean situation, including
today's developments that open the way to a third round of U.S.-
DPRK talks.
The two Presidents agreed that North Korea's commitment to
freeze the major elements of its nuclear program and to allow the
IAEA to keep its inspectors and equipment in place was a very
positive development. They both noted that these steps do not
constitute a solution to the nuclear problem, but rather an
opportunity to find one. President Clinton welcomed the
agreement between North and South Korea to hold a summit meeting.
Finally, Presidents Kim and Clinton agreed that the closest
possible cooperation between the United States and the Republic
of Korea is needed on this critically important issue.
