CONGRESSIONAL REPORT, FRIDAY, JUNE 17 (Korea, China/MFN, Rwanda) (730) "PRUDENT" ACTION URGED TO PREPARE U.S. FORCES IN SOUTH KOREA The Senate June 16 approved, by a 93-3 vote, a resolution urging President Clinton to "immediately take all necessary and prudent actions to enhance the preparedness" of U.S. and South Korean troops "to deter and, if necessary, repel an attack from North Korea."

Senate Republican leader Bob Dole and Republican Senator John McCain offered the non-binding resolution.

"There are legitimate differences over the best policy toward North Korea -- how to halt its nuclear program before it threatens the world. There should be no difference, however, over the need to provide adequate equipment for United States and South Korean forces on the front line of a potential war," Dole said.

He stressed that the United States must act "decisively to isolate North Korea and to reinforce deterrence on the Korean peninsula." Dole said the "limited commitments" that North Korea gave former President Jimmy Carter are "no substitute for U.S. policy."

"Some might argue that sending equipment to defend against possible aggression is provocative or warmongering," said Dole. "I remember the old adage: 'If you want peace, prepare for war.'"

The history of this century clearly shows that "the best way to stop aggression is through firmness and strength, not through concessions and appeasement," Dole said.
