ADD UNITED NATIONS REPORT, MONDAY, JUNE 6 (South Korea) (320) ROK OFFICIAL DISCUSSES SANCTIONS WITH SECURITY COUNCIL South Korean Foreign Minister Han Sung-chu met individually June 6 with members of the U.N. Security Council to discuss plans for dealing with North Korea's refusal to comply with international nuclear safeguards agreements.

Han told journalists after meeting with Council President Salim Al-Khussaiby of Oman that "sanctions are the most important option we are considering right now." Earlier, U.S. Ambassador Madeleine Albright had said that she would be discussing the possibility of sanctions.

The actions follow the disclosure last week by International Atomic Energy Agency (IAEA) head Hans Blix that his agency can no longer determine whether or not nuclear material from North Korea's Yongbyon reactor has been diverted to a nuclear weapons program.

Ambassador Chen Jiam, China's deputy permanent representative to the United Nations, said June 6 that China "sees the possibility for a solution among the parties" and therefore does not want to destroy that possibility with sanctions at this point.

Han told journalists, however, that "China has been very helpful so far and I don't really expect China to be standing in the way of trying to resolve this issue."

Russian Ambassador Yuliy Vorontsov has suggested that a first step should be an international conference on the issue.

The Russians, Han said, "are clearly on board in the whole process" as well and the Russian proposal for a conference "is one of the elements we are discussing."

Han refused to discuss the details of the sanctions, pointing out that there is no definite draft resolution available for the council to begin discussing now.

China, France, Great Britain, Russia, and the United States are permanent members of the council with veto power. Other council members are Argentina, Brazil, the Czech Republic, Djibouti, New Zealand, Nigeria, Oman, Pakistan, Rwanda, and Spain.
