NEWS BRIEFING -- Spokesman Kathleen deLaski answered questions on the
following topics:
NEW NORTH KOREAN MISSILE IS A WEAPON OF THE FUTURE
DeLaski said the Defense Department is "aware" that North Korea is
developing a follow-on to the Soviet-designed Scud missile.
The Taepo Dong series is a longer-range version of the Nodong missile, which
is still "in an early stage of development,"she said, adding "it is really
too early to speculate when and if it could ever be operational."
Reporters' questions were prompted by a report in Jane's Defence Weekly that
North Korea is developing two new ballistic missiles, one of which may be
capable of hitting the U.S. territory of Guam.
OTHER DEVELOPMENTS:
DEPUTY SECRETARY-DESIGNATE CALLS FOR GREATER COOPERATION
The deputy secretary of defense-designate, John Deutsch, told the Senate
Armed Services Committee March 10 that he favors greater international
1ilitary defense program cooperation.
He mentioned three programs which are being pursued on a priority basis:
JSTARS, a program for early warning ground surveillance; better combat
forces and equipment identification for their use on the battlefield; and
theater ballistic missile defenses (TBMD).
Deutsch, who currently serves as under secretary of defense for Acquisition
and Technology, said the British, French, and Germans have expressed
"significant interest" in how they might work together to develop theater
defenses.  He noted that negotiations are underway with the Germans, and,
perhaps, other allies on a TBMD system for NATO -- and that the Japanese
are interested in cooperating in this area.
Deutsch also was asked about the 1972 Anti-Ballistic Missile (ABM) Treaty
and the U.S. effort to obtain a clarification to the treaty which would
allow the United States to develop a Theater High Altitude Area Defense
(THAAD) system.  He said there is no contradiction between pursuing
technical options for theater ballistic missile defenses and respecting the
ABM Treaty.
