The state enterprise "Scientific and Production Association "Pavlograd Chemical Plant" today is one of the leading enterprises in Ukraine in terms of production of explosive substances and mixed solid rocket fuels. Pavlograd Chemical Plant is a Ukrainian manufacturing enterprise that was founded in 1929, and as of 2023 the plant employed 1406 people. In the 1st quarter of 2021, SE "NVO "PCH" received net income in the amount of UAH 278,447.0 thousand, which is 59.3% more than in the same period of 2020. The Pavlograd Chemical Plant is engaged in four areas of activity - disposal, production of fuel for rockets, production of rocket engines and production of explosive materials. All production processes that involve explosives or dangerous chemicals occur automatically, without human intervention, to minimize risks in production.
The enterprise disposes of solid rocket fuel, various types of ammunition unsuitable for storage and use, creates equipment for the production and disposal of explosive and fire-hazardous products. In total, there are six warehouses at the PHZ where stages with old rocket fuel are stored. Thanks to the complex technological process of processing rocket fuel, it can not only be disposed of, but also used for the manufacture of new weapons.
SE "NVO "PCH" was transferred to the sphere of management of the Ministry of Strategy and Industry from the sphere of management of the Ministry of Economy in accordance with the acceptance-transfer act dated February 26, 2021, based on the order of the Cabinet of Ministers of Ukraine dated December 9, 2020 No. 1583-r. The state-owned enterprise is included in the list of state-owned objects of strategic importance for the economy and security of the state.
SE "NVO "PHZ" is a leading enterprise in Ukraine for the production of explosives, mixed solid rocket fuels and products with them. The enterprise also disposes of solid rocket fuel, various types of ammunition unsuitable for storage and use, and also creates equipment for the production and disposal of explosive and fire-hazardous materials and products.
The Plant is engaged in scientific research in the area of development of high-energy materials and products, and development of technology for manufacturing and disposal of explosive materials and products. The Plant works on design and construction of processes and equipment for the production and disposal of fire-explosive materials and products.

In February 2021, the Pavlograd Chemical Plant was transferred from the Ministry of Economy to the Ministry of Strategic Industries of Ukraine. The enterprise is included in the list of state-owned objects of strategic importance for the economy and security of the state. The Ministry Of Strategic Industries Of Ukraine is the ultimate beneficial owner. On 04 August 2021 the Cabinet of Ministers of Ukraine decison No. 904 approved the proposal of the Ministry of Strategic Industries regarding the transformation of the state-owned enterprise "Scientific-Production Association "Pavlograd Chemical Plant" (code according to EDRPOU 14310112) into a joint-stock company, 100 percent of whose shares belong to the state.
This solution allows to bring the management of this enterprise in line with the best international standards, creates conditions for increasing investment attractiveness and the enterprise's ability to attract investments in its own development. JV CJSC "Sofrahim" in Pavlograd is one of the first joint ventures organized in the Soviet Union, and one of the few successfully operating so far. It is known on the Ukrainian market as the leading enterprise in the paint and varnish industry for the production of semi-finished varnishes and the only manufacturer of Sofeization R 101 anti-corrosion agent in the CIS.
Explosive brand "ERA" is a safe and affordable means of quarrying. Manufactured at the state-owned research and production enterprise "NVO Pavlograd Chemical Plant", it is popular among manufacturers of granite products both in Ukraine and abroad, including Germany, Poland and the Baltic States. Its high quality has long been appreciated by manufacturers of granite products, and does not leave competitors indifferent. Which, instead of improving the quality of their own product, resort to dirty manipulations in order to monopolize the market of explosive services and establish their own pricing policy in a separate region.
