Military Region 2

The Military Region 2 is stationed in a large mountainous area and holds a strategic position of importance to the country’s politics, economy, culture, defence, and security. It has 9 provinces and 5 of them share the border with China and Laos. Therefore, to translate the Party’s Resolution into life, it is necessary to adhere to the requirements of each office and unit’s political task so as to convey the basics of the Resolution to all cadres, party members and the masses. This is responsibility of party committees at all levels, particularly their secretaries. In this regard, political offices at all levels should proactively, flexibly give advice and directions on studying and grasping the Resolution. The contents and methods of study must be carefully selected to ensure timeliness, synchronicity, comprehensiveness and effectiveness. Therefore, the Military Region 2’s Party Committee Standing Board has decided to organise classes for the study of the Resolution at each level.

More specifically, the Military Region 2’s Party Committee Standing Board has introduced the Resolution of the 13th National Party Congress to senior cadres and heads of offices and units at regimental level and above (excluding those who had attended the online National Conference held by the Party Central Committee’s Secretariat). The Military Region 2’s Party Committee has assigned grass-roots level party committees to introduce the Resolution to their party members. Divisional-level party committees and provincial-level military party committees have organised conferences popularising the Resolution for their party members and key cadres from offices and units at battalion level and those from district-level military commands.

Party committees of regiments and district-level military commands have used cadres at regiment and battalion levels to introduce the Resolution to cadres, professional service men and women, party members, and the masses within their units. Commissars of commune-level military commands have disseminated the Resolution to the militia and self-defence force, while the reserve force have studied the Resolution in their regular training courses. In addition to full-time classes, cadres, party members and the masses have studied documents and specialised topics. Besides, the study of the Resolution has been included in party meetings and task introduction conferences. The work of studying and grasping the Resolution has been carried out systematically, closely, and synchronously. Thanks to those above-mentioned measures, up to now, all party committees within the Military Region 2’s Party Organisation have studied and executed the Resolution of the 13th National Party Congress under the Guidance 527/HD-CT, dated March 24th, 2021 by the General Department of Politics.

The success of the 13th National Party Congress has contributed to cementing the people’s faith in the Party’s leadership and the country’s renewal and encouraging the entire Party, Military and people to promote patriotism and aspirations for building a powerful Vietnam. In order to translate the Resolution of the 13th National Party Congress into life, all-level party committees within the Military Region 2’s Party Organisation have been focusing their leadership and direction on grasping and realising the Resolution in a close, serious manner.

The 13th National Party Congress is a major political event of the Party and the nation, while playing a role of special importance to synchronously, comprehensively stepping up the country’s renewal, international integration and development. The Congress has set out sound directions and aspirations for development together with specific goals and practical measures as an important prerequisite for “wealthy people, strong nation, democracy, equality and civilisation.” Hence, studying, grasping and disseminating the Resolution of the 13th National Party Congress is an essential task to quickly translate it into life.

With proactiveness, creativity, and reform in introducing the Resolution of the 13th National Party Congress to all cadres, party members, and the masses, the Military Region 2’s Party Committee Standing Board and Command have directed all-level party committees within the Party Organisation to grasp and seriously execute the 13th Politburo’s Directive 01-CT/TW, dated March 9th, 2021 and the Guidance 03-HD/BTGTW, dated March 18th, 2021 by the Central Commission for Propaganda and Education on “studying, grasping, disseminating, and realising the Resolution of the 13th National Party Congress” as well as the Guidance 527/HD-CT, dated March 24th, 2021 by the General Department of Politics on “studying, grasping, and realising the Resolution of the 13th National Party Congress within the Military Party Organisation and the Military,” while considering it as the central political task of 2021 and a wide and deep political activity for all cadres, party members, and the masses, particularly the key ones to grasp and creatively execute the Party’s Resolution.

Based on the fundamental contents of the 13th National Party Congress’ Resolution, the Military Region 2’s Party Committee Standing Board and Command have determined that grasping, applying, and concretising the Resolution into practical operations of the Military Region 2’s armed forces would be an extremely important mission and a determinant to the performance of their central political task. Moreover, applying and concretising the new defence-security viewpoints, directions and strategies set by the Resolution into the building of defence potential within the Northwest would orientate all operations of the Military Region 2’s armed forces. Hence, in order to bring the Resolution to all units and offices, the Military Region 2 has decided to “grasp and implement the Resolution comprehensively and synchronously, select the central contents of the Resolution, and apply the Resolution flexibly, effectively via specific directions.”

Emphasis has been placed on grasping the guidelines on building the politico-spiritual potential, strengthening the postures of national defence and “people’s hearts and minds,” organising the civilian defensive system, dealing with non-traditional security challenges, and protecting the national digital sovereignty in cyberspace as well as new viewpoints on military diplomacy and defence-security consolidation in each region, strategic and border area, and key industrial zone. The goal of studying, grasping, and realising the Resolution is to achieve a huge positive change in the awareness and action of cadres, party members and the masses, promote a sense of unity and self-reliance in the building of politically, ideologically, morally and organisationally strong party organisations, prevent and push back the degradation in political ideology and the signs of “self-evolution” and “self-transformation” from within, and firmly protect the Party’s ideological foundation in each office and unit.

A part from the study and execution of the Resolution of the 13th National Party Congress, the Military Region 2’s Party Committee Standing Board has directed all-level party committees to quickly concretise the goal, viewpoints, and measures to supplement their Action Programme for the whole tenure and the Plan for inspection and supervision in accordance with each office and unit’s task and particularities. Each party committee member have been assigned specific task, while the role of all-level political cadres and offices, such as organisation, personnel, propaganda and training, and inspection in helping their party committees to design plans and programmes in a scientific and practical fashion. At the same time, offices and units have been required to closely cooperate with local party committees, authorities, and unions in studying, grasping and implementing resolutions. In the process, offices and units have closely combined the study of the Resolution of the 13th National Party Congress with emulation movements to bring into play the synergy for the successful execution of the Resolution.

While implementing the Resolution of the 13th National Party Congress, the Military Region 2’s Party Committee Standing Board has directed all-level party committees within the Party Organisation to adopt measures for executing the Action Programmes for the Resolutions of the 11th Military Party Congress and the Military Region 2’s 9th Party Congress. Great value has been attached to building politically, ideologically, morally and organisationally strong units, actively renewing and improving political education and ideological orientation, well conducting the ideological work, and opportunely, completely handling new issues arising from reality.

At the same time, emphasis has been placed on well implementing the 12th Politburo’s Directive 05-CT/TW on studying and following Ho Chi Minh’s ideology, ethics and lifestyle in line with the Determination to Win Emulation Movement in order to make a huge positive change in cadres and soldiers’ political responsibility and revolutionary action, preserve and promote the virtues of “Uncle Ho’s soldiers,” cement internal unity and the close-knit bond between the Military and the people, and ensure the observance of the State’s law and the Military’s discipline. In the process, due attention has been paid to heightening political offices and cadres’ role in staff work and inspection, promoting collective knowledge and key cadres’ spirit of “daring to think, daring to speak, daring to do, daring to take responsibility, and daring to face hardships,” encouraging them to actively, drastically take actions for the common benefits, and resolutely combating rightist elements and opportunism. The results of collective action programmes and individual action plans would be an important basis for the annual evaluation of party committees, offices, units, secretaries and commanders.

Promoting the tradition of “loyalty, self-reliance, unity, courage, victory” and focusing on well implementing the Resolution of the 13th National Party Congress will give an incentive to making the Military Region 2’s armed forces comprehensively strong and capable of fulfilling the military-defence task and meeting the task requirements in the new period.
