Originally such patrol boats were called for their five digit numbers, but in the mid-1960s the US Coast Guard Command decided to name those "cape" ships from the west coast and east of the country. CG 95302 was given the name Cape "HIGGON" from a small cape of the west coast at Martha`s Vineyard, Massachussets. During the Vietnam War the "CAPE" class was used as a training platform for crews.

In 1983 the ship undergoes a major repair and complete remodeling of its machines and structures. On January 26, 1990, he was transferred to the National Navy of the Eastern Republic of Uruguay and renamed "Río Negro".

The "Rio Negro" class "c" and its twin the ROU "Colonia" class "b" arrived sailing from their country of origin to Montevideo on April 26, 1990, where they became part of the Marine Forces Patrol Division. The ship is named after an important department of the Republic, whose ports and participation in the west coast tie it to the National Navy in a very special way.
