Presidential Guard Brigade (“PGB”)

The Presidential Guard Brigade (“PGB”) is President Museveni’s personal protection force. It started as the PPU, the Presidential Protection Unit and quickly grew in size and became a full-fledged brigade. According to numerous sources interviewed, the threat in Uganda today is not the UPDF, but the PGB. This is because they are chosen from Museveni’s home area of western Uganda and are trained to be loyal to the president first and foremost. These sources also confirmed that the PGB size has grown out of control. Many estimate that ita numbers at least 10,000, if not more.

A former Ugandan government official described as follows: "The man [Museveni] has created an army within an army. He has propelled his chosen people to popularity with different missions. We saw him expanding the army, establishing his own protection. In 1996 it started as the PPU – the Presidential Protection Unit, members were hand-picked by Museveni. Officers were groomed through PGB, then into leadership positions. They are comfortable. They have better uniforms and better salary. You could tell who was PGB and who was UPDF because they had better uniforms and better equipment. He expanded the PPU into PGB, it’s not even a brigade, its 10,000 men. He promotes his clan. He rewards loyalty. You can do whatever, they get away with murder, theft, but they are loyal."

On 05 April 2007, UPDF Presidential Guard Brigade (PGB) private Zepha Muhumuza killed Rukia Nandago, Collins Nabende, and Moses Kiwani in Mbale Town. Mumuhuza reportedly killed Nandago, a sex worker, for failing to meet his sexual demands and subsequently shot Nabende and Kiwani for trying to intervene. The third division court martial charged Muhumuza with three counts of murder on April 6.

On 29 February 2008, the Moroto District Third Division Court Martial found UPDF Presidential Guard Brigade (PGB) member Zepha Muhumuza guilty of killing Rukia Nandago, Collins Nabende, and Moses Kiwani in April 2007. Muhumuza was sentenced to death.
