National Defense Management Center of the Russian Federation (NTSUOG)The Russian National Defense Management Center became operational on 01 December 2014. The facility brings all military information together in one place, allowing for unified control over all the activities of the Russian Armed Forces. The Russian National Defense Management Center's data-processing center calculating capacity exceeds that of a similar Pentagon facility threefold, the head of the NDMC said 19 December 2014. “Our [data centers'] calculating capacity exceeds the Pentagon system’s capacity threefold, and the data storage volume is 19 times higher,” Lt. Gen. Mikhail Mizintsev, said during a visit by Russian President Vladimir Putin to the NDMC facility in Moscow.

Mizintsev added that the computer system was responsible for automated defense management in Russia. The system comprises of unified data centers which are evenly distributed across the country and can act as back up for one another, if required. The National Defense Management Center brings all military information together in one place, allowing for unified control over all the activities of the Russian Armed Forces. The Defense Ministry previously stated that the center has been designed to satisfy Russia's defense needs for at least 20 years, synchronizing the decision making process of the military command and the Russian government. These functions have been developed to be used not only in emergency situations but during peacetime also, according to senior Russian military officials.

On March 28, 2014, duty shifts began on duty on duty at the National Defense Management Center of the Russian Federation (NTSUOG). It ws assumed that the center will begin to fully function on December 1, 2014 and will become the main link in the management system of the state’s military organization. He will link the existing departmental management and monitoring systems - the General Staff, the crisis center of the Ministry of Emergencies, Rosatom, Roshydromet and others - into a single system. The main purpose of the center is to coordinate the activities of all federal ministries and departments of the Russian Federation in the interests of ensuring the defense and security of the state.

The NTsUOG includes 4 different level control centers: a high command center that will unite the country's leadership and military departments (a kind of electronic analogue of the Security Council), a combat command center (through which military command will be carried out), a strategic nuclear forces control center and a center daily activities (to coordinate the work of power ministries and departments with peacetime).

The center is a fairly ramified system with a “trunk” of direct subordination. This is a complex construction of the National Defense Management Center in Moscow. In military districts - regional centers with approximately the same functionality as in Moscow. There are territorial command centers in armies and corps, and command posts in brigades and divisions. All military governing bodies are clearly integrated into a single system of information flows. Collection and transmission of data, acceptance of information, control, provision.

With the commissioning of the NTsUOG, the central command post of the General Staff was abolished. The General Staff deals with issues of current, long-term and long-term planning. And the National Center is preparing proposals directly on the events. But after the decision is made, the General Staff will really enter into business. They will begin to predict the situation and influence its development. And the National Center will take on the functions of communicating information to all interested structures and monitoring the implementation of tasks.

No more than 5 minutes are allotted to immediately understand the situation and put forward a proposal for the implementation of priority measures. In parallel, there is the authority of the duty general to give instructions on the implementation of these measures, which do not go beyond the scope of his general functional powers, which we spoke about above. In no more than half an hour, the general on duty should provide processed information about this situation, sufficient to include those officials who will occupy their jobs by this time. And in no more than 1-2 hours, there should already be complete information with the adoption of all decisions or clarifications that will be further carried out in full by the troops.

The Center, together with the federal executive bodies, makes decisions in the field of defense, management of the daily activities of the armed forces, other troops and military units, and their support.

The highest state officials receive online information through the NCSNC on the military-political situation, state and changes in the combat readiness of military districts, types and combat arms of the Armed Forces of the Russian Federation, monitoring reports of official communications and materials of the world media.

Also, information on the progress and activities of operational and combat training of troops, incidents with weapons and military equipment, and all emergency situations on the territory of the Russian Federation is flowing and structured to the center. To ensure the daily activities of the Armed Forces, the center brings together a single system of data on the level of the country's financial reserves, other material resources, staffing, implementation of the State Defense Order, economic and other activities of the structural units of the Ministry of Defense and other information.

If necessary, information can be disclosed to the level of military units and units. The operation algorithm of the NTsUOG hardware-software complex allows revealing and detailing any data displayed on the screens of the center of high command, the center of combat control and the center of everyday activity. The incoming information is analyzed in an automated mode, and on its basis proposals are formulated for decision-making by senior officials of the state and the Ministry of Defense.
