Composite Tactical Group 4 (CTG 4)
Composite Air Support Force 4 (CASF 4)

Tactical Operations Group 4 (TOG 4) is based in Southern Luzon, and the unit also has a Tactical Air Control Party (TACP) that is strategically deployed in San Jose, Mindoro. The mission of TOG 4 is to plan, control and coordinate the employment of air power in its area of responsibility. TOG 4's area of responsibility covers the whole area of Region 4, except Palawan, with 9 provinces, 181 municipalities, 11 cities, and 5,031 Barangays. Its specific functions include: determining tactical air requirements in the AOR; exercising operational control/supervision over all Air Force Units deployed in the AOR; conducting tactical air operations within the AOR; performing forward air control missions; performing airfield operations and service support functions; and performing Civil Military Operations (CMO) within the AOR.

TOG 4 traces its lineage to the activation of Composite Air Support Force 4 (CASF 4), pursuant to General Order Number 09, Headquarters, Philippine Air Force dated 15 January 1986. CASF 4 then was placed under the command and control of the 1st Air Division. With the inactivation of the 1st Air Division and activation of the Air Defense Command in 1997, CASF 4 was placed under the operational control of the ADC. Twelve years later, pursuant to General Order Number 426, HPAF dated 15 October 1998, CASF 4 was redesignated as Composite Tactical Group 4 (CTG 4).

As mandated by Joint Resolution Number 28 dated 19 December 1996, CTG 4 was redesignated effective 1 February 2001 as Tactical Operations Group 4 (TOG 4). The TOG 4 was subsequently placed under the command and control of the 1st Tactical Operations Wing pursuant to General Order Number 32, Headquarters Philippine Air Force, dated 31 January 2001. On 1 October 2004, Air Task Force Southern Luzon was organized from TOG 4 and other assets under the operational control of the Commander of Southern Luzon Command (SOLCOM) and the administrative control of the Wing Commander of the 1st Tactical Operations Wing.

Effective 01 August 2007 the 1st Tactical Operations Wing was inactivated and the 1st Air Division was reactivated and pursuant to General Orders Number 306 dated 31 August 2007. Subsequently placed TOG 4 was placed under the command and control of the 1st Air Division.
