Tactical Operations Group 5 is based in Bicol at the Legazpi Airport. The mission of TOG 5 is to plan, control and coordinate the employment of air power in its area of responsibility. Its specific functions include: determining tactical air requirements in the AOR; exercising operational control/supervision over all Air Force Units deployed in the AOR; conducting tactical air operations within the AOR; performing forward air control missions; performing airfield operations and service support functions; and performing Civil Military Operations (CMO) within the AOR.

TOG 5 traces its lineage to the activation of Composite Air Support Force 5 (CASF 5), originally organized on 1 July 1985. CASF 5 was subsequently downgraded effective 1 April 1998 and was redesignated as Tactical Air Component Party 5 (TACP 5) and placed under the command and control of Composite Tactical Group 4 (CTG 4) based in Lucena City, both being part of the Air Defense Command, Philippine Air Force. TACP 5 was again redesignated as Composite Tactical Squadron Legazpi (CTS L) effective 15 October 1998.

On 1 February 2001, CTS Legazpi was renamed to Tactical Operations Squadron Legazpi (TOS L) and was placed under the command and control of 1st Tactical Operations Wing, PAF based at Clark Air Base in Pampanga. On 1 October 2002 TOS L was again redesignated as Tactical Operations Group 5 (TOG 5).

Effective 1 August 2007 the 1st Tactical Operations Wing was inactivated and the 1st Air Division was reactivated pursuant to General Orders Number 306, dated 31 August 2007. Subsequently TOG 5 was placed under the command and control of the 1st Air Division.
