The Mujahidin Shura Council in the Environs of Jerusalem (MSC) is Also Known as MSC, Also Known as Mujahideen Shura Council in the Environs of Jerusalem, Also Known as Mujahideen Shura Council, Also Known as Majlis Shura al-Mujahedin Fi Aknaf Bayt al-Maqdis, Also Known as Majlis Shura al-Mujahidin, Also Known as Majlis Shura al-Mujahideen, and Also Known as Magles Shoura al-Mujahddin. Al-Qaida in Iraq (AQI), also known as the Islamic State of Iraq (ISI) and more recently the Islamic State of Iraq and the Levant (ISIL), was established in April 2004 by long-time Sunni extremist Abu Musab al-Zarqawi. In January 2006, AQ-I announced formation of the Mujahidin Shura Council an umbrella organization of six groups including AQ-I and five Iraqi Sunni insurgent groups, mostly those with an Islamist ideology. Forming the Shura Council appeared to many to be an attempt by AQ-I to demonstrate that it was working cooperatively with its Iraqi Sunni hosts and not seeking their subordination. Mujahidin Shura Council in the Environs of Jerusalem (MSC) has a similar name but is related only in ideology. By whatever name, it is an umbrella group composed of several jihadist terrorist sub-groups based in Gaza that has claimed responsibility for numerous attacks on Israel since the groups founding in 2012. For example, on August 13, 2013, MSC claimed responsibility for a rocket attack targeting the southern city of Eilat, Israel. Previously, MSC claimed responsibility for the March 21, 2013 attack in which Gaza-based militants fired at least five rockets at Sderot, Israel, and the April 17, 2013 attack in which two rockets were fired at Eilat, Israel. In addition to the rocket launches, MSC declared itself responsible for a Gaza-Israel cross-border IED attack on June 18, 2012 that targeted an Israeli construction site, killing one civilian. In addition to these physical attacks, the MSC released a statement in February 2014 declaring support for the Islamic State of Iraq and the Levant (ISIL).

The US Department of State announced August 19, 2014 the designation of the Mujahidin Shura Council in the Environs of Jerusalem (MSC) as a Foreign Terrorist Organization (FTO) under Section 219 of the Immigration and Nationality Act and as a Specially Designated Global Terrorist entity under section 1(b) of Executive Order (E.O.) 13224. The consequences of the FTO and E.O. 13224 designation include a prohibition against knowingly providing, or attempting or conspiring to provide, material support or resources to, or engaging in transactions with this organization, and the freezing of all property and interests in property or the possession or control of the organization that are in the United States, or come within the United States or the control of US persons. The Department of State took these actions in consultation with the Departments of Justice and the Treasury.

By designating the Mujahidin Shura Council in the Environs of Jerusalem, the United States took a decisive step toward cutting off its funds, starving it of resources, disrupting its ability to execute its deadly agendas, and ensuring its operatives find it ever more difficult to carry out their acts of violence. This locked them out of the international banking system, thus taking away their ability to transfer money to vendors and to receive money from donors; it froze what funds they may have in the banking system; and ensured that no businesses or manufacturers will trade with them.
