By early 2003 the Hmar Peoples Convention and the Dima Halong Dauga, both armed militant groups, had started operating against the rival tribes making it difficult for the authorities to gain control over the situation in the trouble-torn district of North Cachar Hills in Assam. The on-going Dimasa-Hmar clashes that are now threatening to escalate into a full-scale ethnic feud. The spurt in violence during 1999 in North Cachar Hills district was the result of the NSCN fund raising campaign as its sources in Nagaland had dried up following the cease-fire. They were using the local Dima Halong Dauga outfit to do the job in return for arms training.

The Dimasa group was originally funded, raised and supported by NSCN (IM) in 1994 to spread its influence in North Cachar Hills and Cachar and Karbi Anglong districts of Assam which also has some Naga population.  From 1994 to 1997 it enjoyed close relations with NSCN (IM) which helped it in all possible ways and also cornered large share of extortion amount collected by Dima Halim Daogah (DHD). The arrangement did not last long due to clash of interest over division of extortion amount and clash of interest over  Dimaraji state proposed by it vis--vis  Greater Nagaland proposed by NSCN(IM)  which included Dimasa areas.

To establish autonomous state of Dimaraji by carving out Dimasa dominated areas of Assam.
