Qatar - Israel Relations
While Qatar has long undermined Israeli interests, its policies, at times, have simultaneously served other Israeli interests. This dilemma is further compounded by Qatar’s importance to the United States. Israel’s stated objective of removing Hamas from power in Gaza is fundamentally at odds with Qatar’s interest in keeping Hamas as the governing force.
Since 2004, the State of Qatar has mediated to bring ceasefires, restore diplomatic relations, hostage releases, prisoner exchanges, national dialogue processes, end border disputes, achieve humanitarian outcomes, and peace agreements in many regional and global conflicts. Qatar and the US continued to mediate for hostage and ceasefire deal in Gaza.
July 03, 2025 the State of Qatar stressed that the policies and practices adopted by the Israeli government to support expansionist settlement activities in the territory of the State of Palestine further deepen the occupation and undermine the two-state solution., The State of Qatar emphasized that the behavior of the Israeli occupation forces in the aggression against the Gaza Strip, the war of extermination it is waging, the forced displacement of Palestinians, their starvation, and the destruction of infrastructure and homes, reinforces the idea of re-settling the Strip., Her Excellency affirmed that Israel has blatantly ignored all international resolutions related to the Palestinian issue, particularly those relating to settlements, particularly Security Council Resolution 2334 of 2016 and the Advisory Opinion issued by the International Court of Justice on July 19, 2024, which affirmed that Israel's establishment of settlements in the Palestinian territory occupied since 1967, including East Jerusalem, has no legal validity and constitutes a flagrant violation under international law, and that all states are obligated not to recognize Israel's legal presence in the occupied Palestinian territory and not to provide it with assistance.
September 12, 2024 The State of Qatar has confirmed that the genocidal war being waged by Israeli forces on the Gaza Strip for over 11 months, which has recently expanded to include the occupied West Bank, poses a serious threat to regional and international peace and security., Al Hammadi referred to the statement made by the Israeli Minister of Heritage in November 2023 about the intention to use nuclear weapons to eliminate Gaza from the face of the earth, and the statement by the Israeli Finance Minister in August 2024, calling for the use of starvation, a silent and comprehensive weapon, to eliminate two million civilians in Gaza. In this regard, His Excellency said that these remarks are just examples of the urgent need for the international community to speak with one voice in rejecting these policies and practices that are dragging humanity back to the Dark Ages.
Majed bin Mohammed Al Ansari on 04 June 2024 called on the international community to pressure the Israeli and Palestinian sides to accept US President Joe Biden's internationally-backed proposal to end the war in the Gaza Strip, and reach a prisoner exchange deal between the two sides.Delivering the MOFA's weekly media briefing, Dr., Al Ansari said that military solutions do not lead to results, stressing the need for both parties to negotiate, and for an urgent humanitarian aid access.He added that the Qatar-Egypt-US sponsored negotiations round between Hamas and the Israeli occupation forces is closely linked to the principles set by President Biden in his last speech., He added that both sides now have clear ideas on the table to negotiate.He added that an Israeli proposal reflecting the principles as stated by President Biden was conveyed to Hamas, and the paper now includes positions closer than before to the positions of the two sides., Yet, he said it was difficult to put a time frame for these negotiations, because they are linked to many on-the-ground situations , and that what can be done is to always emphasize and focus on the need to reach an immediate ceasefire deal.
On 09 November 2023 the State of Qatar affirmed that the continued Israeli occupation of the Palestinian territories represents a flagrant violation of the principles of international law, the United Nations Charter and its resolutions 56 years ago, noting that the world is now witnessing a new chapter of occupation practices represented in the Israeli attacks on the Gaza Strip., He added that the massacres committed against the defenseless Palestinian people are still continuing and have claimed the lives of nearly ten thousand civilians, seventy percent of whom are women and children, pointing to the Jabalia camp massacre committed by the Israeli occupation forces on October 31 and strongly condemned by the State of Qatar.
He pointed to the condemnation of the State of Qatar for the dangerous statements of the Israeli Heritage Minister, in which he called for the bombing of Gaza with a nuclear bomb., He reiterated that the Israeli settlements in the occupied territories are illegal and constitute an obstacle to achieving the two-state solution., We emphasize that Israel's decision to impose its laws, jurisdiction, and administration on the occupied Syrian Arab Golan is null and void and has no international legal effect, he added., Qatar Affirms that Continued Israeli Occupation of Palestinian Territories Represents Flagrant Violation of Principles of International Law, and the UN Charter.
Qatar stressed the importance of Israel cooperating with the International Atomic Energy Agency (IAEA) regarding its nuclear capabilities, and to open its atomic reactors to inspectors., His Excellency pointed out that all Arab countries, including the State of Qatar, joined the Treaty on the Non-Proliferation of Nuclear Weapons and adopted and agreed to all international resolutions calling for the Middle East to be free of nuclear weapons, while Israel refuses to engage in these efforts.
His Excellency referred to Israel's behavior in its policy towards the Palestinians, its failure to observe international law, and its use of all kinds of weapons to oppress the Palestinian people., His Excellency stressed that the recent Israeli aggression on Gaza, and the excessive and disproportionate use of force against civilians and the destruction of civilian infrastructure, angered world public opinion, including Israeli public opinion, and raised fundamental questions about whether Israel behaves as a responsible state and uses its weapons in accordance with the rules of international law, and if there are guarantees that Israel will not use its weapons in an irresponsible way in the future, including the terrifying possibility of using nuclear weapons.
His Excellency responded to the allegations of the Israeli representative in the IAEA against the State of Qatar, and asked him to stop giving speeches of incitement and deliberately obliterating facts, and not to evade revealing the truth about Israel's nuclear capabilities, stressing the importance of Israel cooperating with the International Atomic Energy Agency regarding its nuclear capabilities, and to open its atomic reactors to inspectors., Qatar Calls on Israel to Cooperate with IAEA and Open its Reactors to Inspectors.
The State of Qatar on 18 March 2019 called on the international community to take all necessary measures to stop the violations and crimes committed by the occupation against the Palestinians, and to hold accountable all those responsible for them and to bring them to international criminal justice and to provide urgent international protection for the Palestinian people as well as put pressure on the Israeli entity to implement the resolutions of international legitimacy, end its occupation of all Palestinian and Arab territories, and stop the implementation of settlement policies and plans., HE Ambassador Ali Khalfan Al Mansouri expressed the State of Qatar's strong condemnation of the insistence of Israel, the occupying power, to continue targeting and killing Palestinian civilians who demand the restoration of all their legitimate rights, in particular the right of return of refugees and the lifting of the unjust siege imposed on the Gaza Strip, through peaceful civilian demonstrations, which would not represent any threat or military or combat action, "and this is confirmed by the report of the Committee."
HE the Ambassador noted that the report referred to the targeting of Israeli occupation forces, especially Israeli snipers, and the deliberate killing of Palestinian demonstrators, and the excessive fire on journalists, paramedics, children and persons with disabilities, who were identified by their identities, as a blatant violation of international laws and conventions and no one in the world can condone or defend the international crimes described in the report., In another speech delivered by HE Ambassador Ali Khalfan Al Mansouri, Permanent Representative of the State of Qatar to the United Nations Office and other international organizations in Geneva during the general debate on the situation of human rights in Palestine and other occupied Arab territories, HE stressed the importance of the existence and survival of the seventh item on the agenda of the Human Rights Council Human rights and the crimes that Israel continues to commit against the Palestinian people, in flagrant defiance of the Human Rights Council, and a clear disregard for international institutions., He called on the international community to assume its responsibilities to provide urgent international protection to the Palestinian people and to pressure Israel to "implement the resolutions of international legitimacy, end its occupation of all Palestinian and Arab territories and stop implementing settlement policies and plans that lead to the failure of the peace process, and spreading chaos and extremism in the Middle East., Qatar Calls for Taking Necessary Measures to Stop Israeli Violations and Crimes Against Palestinian People.
