The Danish Ministry of Defence Acquisition and Logistics Organisation (DALO) signed an agreement 23 June 2023 with Danske Patruljeskibe K/S [Danish Patrol Ships] – a consortium founded by Terma, Odense Maritime Technology and PensionDanmark – on the scheme design for new naval vessels for the Danish Armed Forces. The design, based on Odense Maritime Technology’s (OMT) MPV80 design, is expected to be in place by mid-2025. With the agreement, DALO chose Danske Patruljeskibe K/S as full-line supplier and responsible for the development of modern, future-proofed naval vessels to the Danish Armed Forces through a groundbreaking new cooperation model that will ensure a strong security of supply to The Danish Armed Forces.

In June 2021, the signatory parties to the defence agreement decided to initiate a development project for a new type of naval vessel for the Danish Armed Forces, which must be able to secure Danish sovereignty at sea and solve marine environmental tasks. On 28 June 2021 the parties behind the Defense Agreement has decided to initiate a development project to pave the way for the acquisition of a number of new vessels for the Royal Danish Navy. It is this task that strong, Danish partners in the form of Odense Maritime Technology, Terma and PensionDanmark are ready to take on.

The Norwegian Defense Forces' patrol vessels carry out patrolling, water surveillance and help with rescue tasks. At the same time, a number of older environmental ships solve the task of cleaning up in connection with marine environmental accidents. In order to solve the increasingly complex tasks that Denmark is facing, ships are needed which with greater flexibility can solve several types of tasks and, not least, ensure Danish assertion of sovereignty at sea. Therefore, the government, backed by the defense conciliation circle, wants to acquire a new type of patrol ship which, in addition to the military tasks, can also solve marine environmental tasks.

The Ministry of Defense started a preliminary project 28 June 2021 to ensure a strong design for the new ship type. The process will involve extensive involvement of the knowledge and skills of Danish companies within the development of ships and the use of technology. The preliminary project must also ensure that the latest knowledge on climate solutions is incorporated into the acquisition of the ships.

The design of the new ships must form the basis for decisions on further procurement and production in connection with the upcoming defense settlement. The preliminary project is held within the overall framework of the Ministry of Defence.

Defense Minister Trine Bramsen said: "Denmark is surrounded by sea, which places great demands on our presence on the water in terms of military task-solving, rescue tasks and interventions in the event of marine environmental accidents. With the new type of ships, our ability to solve tasks will be significantly strengthened. The development of a new type of ship is essential for Denmark's security interests, but will also strengthen our business life and provide great export potential for Danish companies, as knowledge and technologies will be combined in a completely new way."

Lars Christian Lilleholt, Left, said: "In Venstre, we welcome the agreement, which both secures new, capable ships for the Norwegian Armed Forces and at the same time supports Blue Denmark and the Danish defense industry. Now, politically, we have given the nod to the Danish Defense being able to enter into an agreement with a Danish turnkey supplier for a preliminary project that can ensure that the new ship class is designed and built according to the Defense's needs, and which can subsequently be exported to the rest of the world for the benefit of Danish business and Danish workplaces.”

Søren Espersen, Danish People's Party, said: "It is obviously sensible that the Navy's new patrol ships - in addition to being able to carry out necessary military tasks - can also carry out environmental tasks. Thanks to the minister and the conciliation circle for good cooperation.”

Martin Lidegaard, De Radikale, said: "I am particularly pleased that we are now using the preliminary project to investigate whether we can get more climate-friendly ships in the Norwegian Armed Forces. If, for example, we could succeed in starting a Danish production of hybrid patrol boats that could sail on both electricity and other sustainable fuels, I also think we would have opened up the door to a future Danish export success.”

Niels Flemming Hansen, Conservative People's Party, said: "We in the Conservative People's Party are delighted that multi-purpose ships can soon be put into the lake. It has been particularly important to secure as many Danish jobs as possible for the construction of these ships. In Denmark, we have the right skills with clever heads and clever hands to build ships of this type - basically everything can take place on Danish soil, with the exception of the sharp gunnery. Not only are these ships that can be deployed in sharp tasks under military auspices, they are also ships that can assist civil tasks, such as oil pollution control, towing, fire fighting. I am sure that the future will offer even more of these concerted solutions where the military and civilian interfaces are. It is a pleasure that we are now taking a big step into the future.”

Jan Johansen, the Social Democratic Party, said: "We are very happy about the collaboration that is now being launched with business and the defense to develop Patrol Ships for the Norwegian Navy. We are a country with long maritime traditions, we are one of the world's largest shipping nations, both in terms of sailing and building ships in Denmark. In Denmark, a few years ago, we built some of the world's best and largest ships, and we still have that expertise in many companies. So that cooperation can give the defense some fantastic new patrol ships and a lot of new jobs with the development, construction and maintenance of the ships, and it will give the business world a point of view for new export opportunities out in the world and thus many new jobs."

Based on a strong shipbuilding tradition and the strong competencies of the Danish maritime industry, the partners will offer the full-range delivery of the new ship class including the design, build, equipping and delivery in close collaboration with the Danish Defence. Through a broad collaboration with Danish industrial players, the partners have a clear goal of ensuring a large Danish content in the new ship class and thereby create Danish jobs.

With a full-range delivery, the partners guarantee that the new naval vessels are designed and built according to the needs of the Armed Forces, including innovative Danish technology solutions that can contribute to the green transformation of the Armed Forces. This will contribute to the further development of unique industrial competencies, and it has the potential for an export adventure to the benefit of the Danish business community and Danish workplaces.

In April 2022, The Danish Ministry of Defence Acquisition and Logistics Organisation (DALO) announced that it wished to acquire the new vessels from Danske Patruljeskibe K/S in a full-service supplier model, including design, integration of systems, construction and maintenance for an initial period.

The agreement included a detailed design and construction strategy process ensuring that the new vessel type will meet the demands of The Danish Armed Forces while establishing the base for the purchase and production of the new naval vessels through a broad-based cooperation with all relevant industrial players. By these means, The Danish Armed Forces will get the right vessels and national security of supply critical to security, simultaneous with the creation of a multitude of Danish jobs.

”OMT has obtained very strong skills within modular vessel design from, among others, the involvement in a British led, international partnership on total supply of naval vessels to the UK. We will bring the experience and skills into play on the domestic front to consider Denmark’s specific needs for new naval vessels while ensuring that we utilize and develop the unique skills of the maritime industry,” says Kåre Groes Christiansen, CEO of Odense Maritime Technology.

As full-service supplier, Danske Patruljeskibe K/S assures that the new naval vessels will be designed and built to meet to needs of the Danish Armed Forces, including innovative technological solutions that can contribute to the green transition of The Danish Armed Forces. Odense Maritime Technology A/S (OMT) is Denmark's leading consultant and designer of flexible naval vessels. OMT has exported the Danish Iver Huitfeldt frigate design so that it now forms the basis for the UK Navy's new standard frigate, which is also sought to be exported to other allied countries. This creates significant export opportunities for all the Danish sub-suppliers who have components on the vessels.

Terma A/S develops products and systems within the field of defense and security, i.e. radars for ships, ports and airports, self-protection equipment for aircraft, command-control systems for ships as well as advanced equipment for satellites and space research.

PensionDanmark A/S administers labor market pensions, health schemes and education funds for more than 816,000 members employed in 21,800 private and public companies. PensionDanmark is a member-owned company, where the entire profit goes to the members. The total payments amounted to DKK 15.2 billion DKK in 2022. The balance is over DKK 300 billion DKK.

And it is welcomed by Dansk Erhverv, where Thomas Elkjer Nissen, chief consultant and responsible for the defense area, states: "The fact that the work can now begin in earnest will both mean a strengthening of the Danish Navy, but also open up many opportunities for Danish business. Dansk Erhverv has many member companies within relevant specialties that can be included as subcontractors to the consortium.”

"Furthermore, Danish Business is very positive about the Armed Forces' use of public-private partnerships, as a tool to ensure both an innovative and modular design of the new ships and future-proof ships as new technology is invented. Dansk Erhverv believes that similar models should also be used in other future major materiel acquisitions in the Armed Forces, in order to be able to utilize the many relevant skills in the Danish defense industry to the fullest extent possible," says Thomas Elkjer Nissen, chief consultant and responsible for the defense area at Dansk Profession.

Venstre's North Jutland member of parliament and shipping spokesperson, Maja Torp, argued 04 October 2022 that defense had failed right from the start when, during 2021 and 2022, they chose to give the task of building patrol ships for five billion kroner to a consortium which was only a few hours old and none of the parties has experience in building ships, since the defence's material procurement awarded the task to the consortium. The process had linked both Orskov Yard in Frederikshavn and Karstensen Shipyard in Skagen, which otherwise has experience in delivering ships to the state, out of the project. "In my opinion, the defense has failed hugely when out of the blue - and without carrying out a national tender - the task of delivering new patrol ships for five billion kroner is given to a consortium of three parties that has never built a ship - and is only 72 hours old when the defense awards them the turnkey contract."
