On 28 April 2015 the frigate “Carabiniere” was delivered today at the Muggiano (La Spezia) shipyard. It was the fourth vessel of the FREMM program The ship has been named “Carabiniere” to celebrate in 2014, year of the launching, the 200th anniversary of the foundation of the Italian Carabinieri Force.

In April 2015 the Italian Navy ordered its final two Carlo Bergamini-class (Fregata Europea Multi-missione - FREMM) frigates, completing its acquisition program for 10 vessels. The total value of the contract for the two vessels was EUR764 million (USD818 million). On 16 April 2015 Orizzonte Sistemi Navali S.p.A., a joint venture between Fincantieri (51%) and Finmeccanica (49%), and prime contractor for Italy within the international Italian-French FREMM - Multi Mission European Frigates - program, was notified by OCCAR (the Organisation for Joint Armament Cooperation) of the option exercise for the construction of the ninth and tenth vessel, completing the supply of 10 vessels to the Italian Navy. The value of the order for Orizzonte Sistemi Navali S.p.A. amounts to 764 million euros.

These units too, to be delivered after 2020, will feature a high degree of flexibility as the previous ones, and will be able to operate in all tactical situations. 144 metres long with a beam of 19.7 metres, the ships will have a displacement at full load of approximately 6,700 tonnes and will have a maximum speed of over 27 knots, providing accommodation for a crew of 200.

Giuseppe Bono, Fincantieri Chief Executive Officer, stated: “Considering the effort which the Italian State is doing, we expect that our workers and those of all the companies which benefit from these orders will endeavour to achieve efficiency levels which will allow to reduce the price of the product, in the interest of the entire country”. Finmeccanica CEO and General Manager, Mauro Moretti said: “The Italian and French programme for the new FREMM (multi-purpose) European Multi Mission Frigates is the most important European military naval programme ever implemented. The vessel-based systems produced by Finmeccanica are capable of managing a range of continuously developing operational scenarios with cutting edge technology”.

The ships of the FREMM program are state of the art vessels of the European and the Italian defence in the Mediterranean Sea and will replace the “Lupo” and “Maestrale” class frigates built by Fincantieri in the 1970s. According to the program schedule, the vessels were to be built in the General Purpose (GP), or anti-surface, configuration and would be delivered in the first quarters of 2020 and 2021 respectively. Of the 10 frigates, six were built in the GP configuration and four in the ASW (anti-submarine warfare) configuration.

ITS Carabiniere is the fifth of ten Bergamini-class frigates ordered by Italy. Launched on 29 March 2014, it was commissioned into service on 28 April 2015.

The Italian government is preparing to approve the sale of six frigates, about 20 naval patrols, 24 Eurofighter bombers and 24 M346 trainer aircraft to the Egypt of President Abdel Fatah Al Sisi. A "commission of the century" that for Italy had not only a commercial and industrial value. Among a thousand difficulties, Italy wants to maintain a solid relationship with Egypt. The CEO of Fincantieri, Giuseppe Bono, in a hearing in the Senate had referred to the supply to Egypt: "We are defining the last details and this will be a success for the country".

On February 4, 2020, French newspaper La Tribune reported that Egypt is “very close” to signing a deal with Fincantieri for the procurement of the two FREMM frigates. According to the report, these frigates may be drawn from the Italian Navy’s procurement program – the vessels Spartaco Schergat and Emilio Bianchi, launched in January 2019 and January 2020, respectively – enabling Fincantieri to sell the vessels for an estimated cost of €1.2 billion. To support the purchase, Italian investment bank Cassa Depositi e Prestiti (CDP) will issue an export financing loan worth up to €500 million. The Italian navy should receive two more FREMM of the ASW variant instead of the two ships sold to Egypt.

A "job of the century" which for Italy had not only a commercial and industrial value. The initiative started from Cairo, which expressed a manifestation of interest for the Fincantieri frigates. The company immediately informed the Italian government of its authorization to move forward. And he pointed out that he had two ships already launched, the Spartaco Schergat and the Emilio Bianchi, destined for the Navy. They could be quickly converted to Egyptian set-up standards. Specialized Italian media, such as the Italians Analisidifesa.it and Startmag.it and the Lebanese Sdarabia.com, hypothesized the supply of four other frigates to be built, and about twenty patrollers to be built partly in Egypt.

The launching ceremony of the Spartaco Schergat frigate, the ninth of a series of 10 FREMM vessels – Multi Mission European Frigates, took place 24 November 2023 at the integrated shipyard of Riva Trigoso (Genoa). The 10 FREMM vessels have been commissioned to Fincantieri by the Italian Navy within the framework of an Italo-French international cooperation program, under the coordination of OCCAR (Organisation Conjointe de Coopération en matière d’Armement), the joint organization for European cooperation in armaments.

Among others, the event was attended by the President of the Regional Council of the Liguria Region, Gianmarco Medusei, the Deputy Minister of Infrastructure and Transport, Edoardo Rixi, the Deputy Chief of Staff of the Italian Navy, Admiral Giuseppe Berutti Bergotto, the Director of OCCAR, General Joachim Sucker, and the Director of the General Directorate of Naval Armaments - NAVARM, Vice Admiral Giuseppe Abbamonte, welcomed by the Chairman of Fincantieri, General Claudio Graziano and Dario Deste, General Manager of the Naval Vessels Division.

After the launching, the fitting activities of the unit will continue at the Muggiano shipyard (La Spezia), with delivery scheduled in 2025. The Spartaco Schergat vessel, like the other units, will feature a high degree of operational flexibility and will have the ability to operate in all tactical situations. 144 meters long, with a beam of 19.7 meters, the ship will have a full load displacement of about 6,700 tons. It will be able to reach a speed of over 27 knots with a maximum capacity of about 200 people on board.

The FREMM program, representing the Italian and European defense state of the art, stems from the need to renew the line of units of the Italian Navy, including the “Lupo” and “Maestrale” class frigates, built by Fincantieri in the Seventies and Eighties. The vessel Carlo Bergamini was delivered in 2012, the Virginio Fasan in 2013, the Carlo Margottini in 2014, the Carabiniere in 2015, the Alpino in 2016, the Luigi Rizzo in 2017, the Federico Martinengo in 2018 and the Antonio Marceglia in 2019.

The godmother of the launch was Arianna Somma, granddaughter of the Golden Medal for Military Valor Spartaco Schergat, from whom the ship takes its name. Spartaco Schergat was a volunteer in the Royal Italian Navy starting from March 1940, and part of the “Frogmen” category. In the quest of Alexandria at the dawn of December 19 of the same year when, as 2nd operator of the “maiale” underwater assault vehicle led by Captain Antonio Marceglia (to whom the FREMM n. 8 is entitled), he placed the mine under the English battleship Queen Elizabeth, which sank in the port, due to the bursting of the charge.
