The East Sea Fleet has its headquarters at T'oejo-dong, with major bases at Najin and Wönsan and lesser bases at Puam-ni [with a covered ship and sub tunnel], Ch'aho, Mayang Island, and Ch'angjon near the DMZ. Additionally, there are many smaller bases along both coasts. Puam-ni in North Korea, is also known as Paum-dong, Puam-dong, Puam-ni, and buamli. It is a populated locality - an area similar to a locality but with a small group of dwellings or other building. It is not to be confused with the place of the same name situated in Pusan, South Korea, or the place of this name situated in North Hamgyong, North Korea, with geographical coordinates of 42°8'5"North 130°1'55" East.
Two Sohung PTGs were built at Nampo Shipyard in the mid-to-late 1970s and home-ported at ChodoNaval Base South. Construction of four more units be-gan in 1980 at Najin. Although two of these were launched that year, one was returned to the building ways and relaunched in 1981. Construction of the two remaining units resumed in mid-1983; two were complete in May 1984. All four units were at their homeport of Puam Dong Naval Base by July 1984.
Jacob Bogle notes that "Puam-dong is divided into two sections because of a hill in the middle of the base. The main section has headquarter facilities, barracks, and other buildings. The second section (to the south) is for maintenance. The tunnel runs for at least 425 meters and the hill provides ~270 feet of rock above. The base also has a small underground storage facility higher in the hills at 41°20'12.02"N 129°45'24.94"E."
