The three manufacture bases, namely Wuchang Headquarters, Qingdao Haixiwan and Wuhan Shuangliu, and the coordinated six product divisions, namely military industry & trade, civil vessels, bridge equipment, oceanographic engineering equipment, complete plant and steel structure, have been gradually established. In 2009, Wuchuan and Xinzhou District signed the Shuangliu Special Ship and Heavy Equipment Manufacturing Base Project (Phase I) Investment Agreementť, and acquired 5,000 mu of land in the Gulong Industrial Park of Xinzhou District to build the largest special shipbuilding industrial cluster in Central China. The formation of a shipbuilding base for product development and construction integration, and a bridge steel structure manufacturing base is equivalent to rebuilding a military ship.

WS, one of the most important shipbuilding enterprises affiliated to CSIC, by transition and upgrading in recent years, developed rapidly in many fields, and made satisfying achievements not only in the ship industry and the bridge sector but also in other fields. The construction of Shuangliu Manufacturing Industrial Base of Wuchang Shipbuiding Industrial Co., Ltd, an important item of Wuhan New Harbor started 09 April 2010. Thus, 3 economic arrangements of the company including Wuhan headquarters, Haixi Bay in Qingdao and Shuangliu base in Wuhan were taking shape. Shuangliu base in Gulong Industrial Zone in Wuhan new harbor area covers an area of 5000 Mu.

In July 2018, construction of a littoral mission ship (LMS), the first of its kind that China will build for Malaysia, began at the Shuangliu base of Wuchang Shipbuilding Industry Group Co., Ltd. (“Wuchang Shipbuilding”) under China Shipbuilding Industry Co. (CSIC) in Wuhan, capital of central China’s Hubei Province.

On 10 August 2018, two heavyweight upstream and downstream enterprises in Han joined forces to invest 2.5 billion yuan to extend the industrial chain. Two "Wuzitou" Wuchuan and WISCO jointly established Wuhan Shuangliuwu Ship Heavy Industry Co., Ltd. to build a special ship base in Shuangliu. The two teams have joined forces to achieve seamless links between upstream and downstream: WISCO has been selected as one of the world's top 500 companies, and ranks among the top four steel companies in the world. It has industry “speaking rights” on many high value-added and high-tech steel plates, among which there are steel for ships. Wushu is a leading shipbuilding enterprise in China.

After the production, the production capacity of 24 marine engineering auxiliary vessels and other special engineering vessels will be formed. The new company that was signed this time will be the main carrier of the special ship area in the Shuangliu base of the Wuchuan Ship, and it is the main force for the martial arts ship to rebuild the "new martial ship".

In order to ensure the supply of steel plates, Wuchuan also cooperated with three enterprises including WISCO Group Egang Co., Ltd. to form Hubei Egang Zhongchuan Steel Processing and Distribution Co., Ltd., which specializes in building a steel pretreatment line and several blanking equipment in Shuangliu to provide nearby services.

WS, a modernized base for the building of submerged and surface vessels, has created complete military industry manufacture codes and established a process system through independent innovation, and made significant contribution to the updating of the naval equipment and national defense of China. The military products fabricated by WSIC have been exported to many countries or regions, such as Africa, South Asia and Middle East.
