World Political Parties Summit
China is now the main heir of the internationalist tradition in communism. The Communist Party of China (CPC) in Dialogue with World Political Parties High-level Meeting was held in Beijing from Nov. 30 to Dec. 13, 2017 according to the International Department of the CPC Central Committee. Leaders of foreign parties and political organizations attended the meeting: Working Together Towards A Community with A Shared Future for Humanity and A Better World: Responsibilities of Political Parties. The party's International Department had previously been a fairly low-profile affair, but appears to be being given more to do following the unveiling of Xi's new brand of political thought.
World political parties showed their willingness to join hands with the Communist Party of China (CPC) in building a community with a shared future for humanity at the ongoing high-level conference in Beijing. Focusing on the responsibilities of political parties in building a community of shared future and a better world, the meeting is attended by leaders from nearly 300 parties and political organizations from more than 120 countries and regions.
Addressing the opening ceremony of the meeting, Chinese President Xi Jinping, also general secretary of the CPC Central Committee, said the initiative to build a community with a shared future for humanity is being transformed from a concept into action. “I am delighted to see that the friendly cooperation between China and other countries is increasingly expanding and the concept of a community with a shared future for humanity is gaining support and endorsement from an increasing number of people,” Xi said.
Xi has expounded on the concept of building a community with a shared future for humanity on many occasions since it was put forth in 2013. At the 19th CPC National Congress held in October, promoting the building of a community with a shared future for humanity was given as one of the 14 fundamental principles of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and Xi reaffirmed China’s principle of shared growth through discussion, collaboration and active engagement in global governance.
Observers say that the Belt and Road Initiative is this concept in practice. The initiative has become a huge cooperation platform for countries to achieve common development. Proposed by Xi in 2013, the Belt and Road Initiative aims to build trade and infrastructure networks connecting Asia with Europe and Africa via land and maritime routes.
By June 2020 more than 240 important political parties and international organizations of political parties in more than 110 countries of the world had joined together under the active promotion of the CPC in issuing a joint appeal, noting that the COVID-19 pandemic poses the most urgent and serious challenge to human health and the peaceful development of the world, countries should enhance their awareness of the community of human destiny, strengthen international cooperation, support and help each other, pool global resources and efforts in resolutely defeating the virus, the common enemy of humanity, and firmly reject the politicization of public health issues, and call upon states to make the lives of their people a priority and take active measures to protect the health, safety and legitimate rights and interests of foreign nationals and foreign students.
This was the first time since the outbreak of the COVID-19 pandemic that the world's major political parties spoke with a common voice on international cooperation in the fight against the COVID-19 pandemic. At the same time, it promoted the issuance of joint statements by the International Conference of Asian Political Parties (ICAPP) and the Group of Twenty (G20) civil society meetings calling for greater international cooperation in the fight against the COVID-19. The initiatives and statements expressed the political desire of all parties to work together to overcome the difficulties of the times and have produced good political results.
Outbreak prevention and treatment programs were provided to nearly 400 political parties. The CPC is also exploring ways to strengthen inter-party cooperation. Meetings, video-link, and correspondence with Laos, Russia, Cuba, Serbia, Venezuela, etc., were held. The CPC organized an online thematic meeting with over 300 ICAPP member parties and organizations, sharing its experience and initiatives and promoting regional cooperation in the fight against COVID-19and in trade and economic cooperation. Several “Friends of the Silk Road Club” events were held in Pakistan, Nepal, Bangladesh and Sri Lanka to combat the COVID-19. The CPC also provided the necessary medical supplies and technical assistance to foreign political parties and international organizations of political parties in need and coordinated the work of nearly 30 domestic civil society organizations in carrying out more than 40 international anti-pandemic cooperation projects in more than 20 countries.
The CPC makes use of inter-party communication channels to carry out communication duties in multiple forms, at multiple levels and from multiple angles to promote foreign political parties, political organizations, and think-tanks to support China's fight against the virus, evaluate the sacrifices and contributions that China has made to the global fight against epidemics and the underlying manifestations impartially, and refute false statements of a few political forces.
Political parties and organizations from more than 80 countries reached a consensus on 22 February 2021, expressing opposition to interference in other countries' internal affairs under the pretext of human rights. More than 190 political parties and organizations, including over 100 from Islamic countries, attended the briefing via video links, represented by more than 310 political leaders and celebrities. At a thematic briefing co-hosted by the International Department of the Communist Party of China (CPC) Central Committee and the CPC Xinjiang Uygur Autonomous Regional Committee, the parties pointed out that the right to subsistence and development is principal and fundamental, adding that poverty constitutes the chief obstacle to human rights realization.
Noting that diversity in human rights development should be respected, they expressed opposition to any attempt to politicize human rights and double standards, calling for a more equitable, just, and inclusive global governance architecture on human rights. The political parties expressed appreciation that the Chinese government promotes economic and social development in ethnic regions and respects and protects their religious beliefs. China also upholds the regions' rights to their own ethnic spoken and written languages.
They opposed a small group of people in the world concocting the so-called "genocide" lies in Xinjiang and the use of public opinion to mislead the international community and vilify other countries. Song Tao, minister of the International Department of the CPC Central Committee, said the CPC is willing to deepen the exchange of experiences in state governance and administration with political parties globally. He added that efforts will be made to realize the people's yearning for a better life and promote the construction of a community with a shared future for humanity.
On July 6, 2021, General Secretary of the Communist Party of China (CPC) Central Committee and President Xi Jinping attended the CPC and World Political Parties Summit. The summit was an extension of the high-level dialogue between the CPC and world political parties held in 2017 in Beijing, where they agreed in a joint statement to institutionalize a dialogue mechanism between CPC and world political parties. Xi delivered a keynote speech "Strengthening Cooperation Among Political Parties to Jointly Pursue the People's Wellbeing" via video link in Beijing. Xi emphasized, political parties, as an important force behind human progress, need to set the right course forward and shoulder their historic responsibility to ensure the people's wellbeing and pursue human progress. The CPC stands ready to work with world political parties to be builders of world peace, advocates for global development, and guardians of the international order. The Summit is themed with "working for the people's wellbeing and the responsibility of political parties". The main venue is set at the Great Hall of the People. In the Hall, the flag of the CPC is side-by-side with the flags of other political parties attending the Summit, displaying a splendid array of party flags.
Xi Jinping pointed out, "There are different pathways toward wellbeing. People of all countries are entitled to choose their own development paths and institutional models. This, in itself, is what wellbeing entails. The judgment on whether a country is democratic or not should be made by their people, not by the handful of others. We need to strengthen exchanges and mutual-learning, and advance political democracy in a way that suits the national conditions of a country....
"The CPC will actively improve global governance to make new contributions to humanity's joint response to common challenges. International rules should be based on universally-recognized norms rather than rules of the few. We should stand opposed to the practice of unilateralism disguised as multilateralism. China will always be a member of the developing world, and is committed to enhancing their representation and voice in the global governance system."
Leaders of more than 500 political parties and organizations and 10,000-plus representatives from political parties and all sectors from over 160 countries attended the Summit. The political parties from over 100 countries set around 200 venues for their representatives to attend the Summit. The summit, with the theme "For the People's Well-being: The Responsibility of Political Parties," projected CPC's image as a responsible ruling party to engage political parties around the world to discuss solving challenges that humanity faces.
Guo Yezhou, deputy head of the International Department of the CPC Central Committee, said 05 July 2021 at a conference that there are palpable changes in ways the world political parties look at China and the CPC. First, they are focused more on political reasons and institutional secrets behind China's success, rather than just the achievements themselves. Second, they no longer ask whether the CPC can succeed, instead, they are eager to know why it does, and how they can emulate the success themselves, according to Guo.
Zhou Shuai, a professor from Beijing International Studies University, said that by taking part in this summit, more than 500 political parties around the global demonstrated their approval for the CPC's governance and achievements. Zhou said that the wide and in-depth connections between CPC and world parties are on full display at the summit, which shows that the CPC's "circle of friends," which transcends ideological differences, has been expanding. It also serves as a strong counterstrike to the West's constant smearing of the CPC.
