It was built at Bohai Shipyard from July 1980 to December 1984, and delivered on January 1985. The first and only Type 648 submarine repair ship finally entered service in the PLA Navy's East China Sea Fleet in 1985, the No. 911 Dongxiu. The ship is designed to provide basic repairs and maintenance, as well as supply fuel and fresh water to the submarine. It can also charge the batteries on the submarine.
