The Jinan Base of the Chinese People's Liberation Army Air Force, located in Jinan City, Shandong Province, is under the Air Force of the Northern Theater of the Chinese People's Liberation Army.
The Jinan Base of the Chinese People’s Liberation Army Air Force, referred to as the Air Force Jinan Base, "As a combat-directed air force integrated command organization, it must integrate combat and tactical command functions, and must have the ability to command multiple air-ground forces in coordinated operations." Since 2017, the base has been fully functional. Bring into play the collective effect of training and preparation under the "base-brigade" system, and organize the normalized contract training of subordinate units according to the path of "superior control, the sky leads the earth, each other as opponents, and deep integration" to compare and verify the performance of various types of weapons and equipment, to study and practice contract tactics such as air offensive operations and joint air defense at important locations, to drive simultaneous training of the base and brigade command teams, and to temper the forces' joint combat command planning and combat capabilities.
As an important part of the "base-brigade" system of the Air Force, each air force base will serve as a combined air force command organization for the direction of the campaign. In the "below the neck" phase of this round of military reform, the PLA Air Force has established a number of new bases. The Jinan Base of the Chinese People's Liberation Army Air Force was officially unveiled.
On April 18, 2017, Xi Jinping , General Secretary of the Central Committee of the Communist Party of China , President of the State, and Chairman of the Central Military Commission received the chief officers of the newly adjusted 84 military-level units at the Bayi Building in Beijing , and issued instructions to each unit; members of the Political Bureau of the CPC Central Committee, Xu Qiliang, vice chairman of the Central Military Commission, read out the Central Military Commission’s orders and decisions issued by Chairman Xi Jinping on the adjustment and formation of service arms and military-level units of the provincial military command system. In this reorganization of military-level units, the Chinese People’s Liberation Army Air Force Jinan Base was newly established, at the deputy military level, under the Air Force of the Northern Theater of the Chinese People’s Liberation Army. The Jinan Air Force Base was rebuilt from the former Air Force organs of the Jinan Military Region of the Chinese People’s Liberation Army.
On 25 July 2017, as the 90th anniversary of the founding of the Chinese People's Liberation Army was approaching, Wang Wentao, Deputy Secretary of the Provincial Party Committee and Secretary of the Municipal Party Committee, Wang Zhonglin, Deputy Secretary of the Municipal Party Committee and Mayor, Yin Luqian, Director of the Standing Committee of the Municipal People's Congress, and Chairman of the CPPCC Lei Jie recently came to visit and condolences to the leading organs of the Army in the Northern Theater, the aftermath work office of the Jinan Military Region, the Jinan Air Force Base, the Provincial Military Region, and the Shandong Armed Police Corps.
Army leaders Li Qiaoming, Shi Xiao, Hu Xiubin, Song Hongxiao, and Zheng Jiagui from the Northern Theater Command, Ji Wenming, Gao Jianguo, and Lin Weimin, leaders of the Rehabilitation Office of the Jinan Military Region, Li Jiaqin, leaders of the Air Force Jinan Base , Zhao Jilu, Shang Zhengui, and Armed Police Shandong Leaders of the corps Li Suming and Bian Baomin participated in the activity.
Li Jiaqin, former political commissar of the 19th Division of the Air Force of Jinan Military Region and deputy political commissar of the Jikong Rehabilitation Office, was the leader of the Jinan Base of the Air Force. He should be a political commissar. According to the public information, the director of the political department of the base is Ruan Chaohong.
The new air force base is organized at the rank of deputy army, commanders and political commissars can be assigned to major generals, and underneath the base are brigades, regiments, and battalions. In terms of formation, the first is the evolution of the original bases, such as the Dalian base and the Shanghai base, the second is the reorganization of the command post, such as the Fuzhou command post changed to the Fuzhou base, the Urumqi command post is changed to the Urumqi base, and the third is the new establishment, such as Jinan base.
Previously, Jinan was the seat of the air force command office of the Jinan Military Region. There has not been an air force or military-level command post in Shandong. However, it has aviation divisions, air defense brigades, radar brigades, stations, communications, warehouses, and many other units. The Jinan base was newly established to unify the domestic forces, streamline the level, and improve efficiency.
The Air Force’s aviation division was transformed into a brigade. At present, a division aviation regiment was merged with a field station. Two regiment-level units formed a brigade. The number of combat aircraft was about one and a half regiments and four brigades. This station is currently affiliated to the brigade and is not independent. In the past, the Air Force had attempted to establish a station with independent support capabilities. Simply put, the station was separated from the aviation force, and both A regiment and B regiment could go to C station.
