Rustam Emomali

Rustam EmomaliRustam Emomali, the eldest son of 66-year-old President Emomali Rahmon, has never publicly said he would run for the presidency, but it is widely believed that he is being groomed as the heir apparent. Rustam Emomali, the current mayor of Dushanbe, was elected chairman of the upper house of parliament. Thus, he became the second person in the republic and at the same time the successor to the presidency. The intrigue is only when the Tajik leader Emomali Rahmon entrusts the reins of government to his son.

During its constituent session of April 17, the Senate elected Rustam Emomali as its president. The son of the current president of Tajikistan, Emomalii Rahmon , becomes just 33 years old the number two in the hierarchy of the state. Rustam Emomali, who has also served as mayor of the capital Dushanbe since 2017, was elected senator in late March. Rustan Emomali was proposed to the post of president of the Senate by the senator of Koulob Dilbar Odilsoda. In the secret ballot that immediately followed, he was unanimously elected. Rustam Emomali succeeds in this function Mahmadsaid Oubaydoulloyev, in this position since the creation of the Upper House in 2000. The president's son had already replaced him at the mayor of Dushanbe in 2017. The Senate is composed of 33 members , of which 25 are elected by regional representations and 8 others appointed by the president.

According to article 71 of the Constitution of Tajikistan, in the event of resignation, recognition as incompetent or the death of the president, his duties until the newly elected president assumes office are transferred to the chairman of the upper house of parliament. Thus, Rustam Emomali had every chance to lead the country.

Rustam Emomali's career was swift and worthy of the Guinness Book of Records. Born December 19, 1987 in pocolke urban Dangara Kulyab region of the Tajik SSR . One of nine children (the eldest of two sons) Emomali Rahmon and Azizmo Asadulloevoy. In 2008, he graduated from Tajik National University in Dushanbe with a degree in World Economy and International Relations, in 2011 he was a student at the Russian Presidential Academy of National Economy and Public Administration in Moscow with a degree in state and municipal administration, and in 2014 graduated from the Academy of the Ministry of Internal Affairs of the Republic of Tajikistan with a degree in law.

In 2006, at the age of 19, he joined the ruling and pro-presidential People’s Democratic Party of Tajikistan . In the same year, in parallel with his studies, he began working as the chief specialist of the department of cooperation with the World Trade Organization of the Ministry of Economic Development and Trade of the Republic of Tajikistan. In April 2009, he joined the acting head of the department for supporting entrepreneurship in the State Committee on Investments and State Property Management of the Republic of Tajikistan and in June 2009 was appointed full-fledged head of this department.

In late June 2009, Rustam married the daughter of the head of one of the largest food industry enterprises in Dushanbe. Has a son and daughter. It is worth noting that Rustam played for the Istiklol football club as a striker, is a two-time champion and holder of the Tajikistan Cup and Super Cup. He was also elected to the Asian Olympic Council.

In November 2013, at the age of 26, Rustam Emomali was promoted to major general. From that moment he replaced several leading posts - the head of the Customs Service, the Anti-Corruption Agency, the Committee on Investments and State Property, was the chairman of the Youth Union of Tajikistan, and tried himself as a deputy of the Dushanbe Legislative Assembly.

in June 2015, Rustam Emomali dismissed 56 employees from the State Financial Control and Anti-Corruption Agency who were deemed to be professionally unsuitable. Forty of the dismissed employees worked in the legal department of the agency, the remaining 16 in the financial control department.

In May 2015, Rustam sent 38 employees to retire as Director of the State Financial Control and Anti-Corruption Agency. In particular, two employees were entered in the honorary book of the department, 4 people received badges “Excellent student of the state financial control and anti-corruption bodies”, 15 employees were awarded with honorary diplomas of the department.

In January 2017, he was appointed mayor of the capital, replacing Mahmadsaid Ubaidulloev, who held this chair for 21 years. In January 2017, the head of state dismissed Ubaidullayev, appointing his son as mayor of Dushanbe.

His age stood in the way of him ascending politically at the national level. But in 2018, Tajikistan's parliament approved amendments to the elections law, reducing the eligibility age from 35 to 30 both for the presidency and for legislative posts in parliament's upper chamber.

In April 2020, Rustam Emomali again “pushed” Ubaidullaev now as speaker of the parliament. The young politician received not only the experience of public administration, but also got acquainted with representatives of international structures and heads of state. For diligent work, his father awarded him the state order "Zarrintodge" (Golden Crown).

The power of the presidential family is only expanding. " Indeed, the number three in the hierarchy of power is by no means the Prime Minister but much rather the person in charge of the executive apparatus of the president, ie the daughter of Emomali Rahmon, Osod Rahmon ", specifies- he. " But the word" nepotism "is probably still unknown in Tajikistan ".

The presidential election is scheduled for the fall of 2020. However, neither the president in office nor his son have declared their candidacy. In 2016, Emomalii Rahmon had amended the constitution to lower the minimum eligibility age for presidential elections from 35 to 30 years. A candidacy of Rustam Emomali - 33 years old - would therefore be at least conceivable.
