Algeriann Corsairs
Privateering was an age-old practice in the Mediterranean. North African rulers engaged in it increasingly in the late sixteenth and early seventeenth century because it was so lucrative, and because their merchant vessels, formerly a major source of income, were not permitted to enter European ports. Although the methods varied, privateering generally involved private vessels raiding the ships of an enemy in peacetime under the authority of a ruler. Its purposes were to disrupt an opponent's trade and to reap rewards from the captives and cargo.
Privateering was a highly disciplined affair conducted under the command of the rais (captain) of the fleets. Several captains became heros in Algerian lore for their bravery and skill. The captains of the corsairs banded together in a selfregulating taifa (community) to protect and further the corporate interests of their trade. The taifa came to be ethnically mixed, incorporating those captured Europeans who agreed to convert to Islam and supply information useful for future raids. The taifa also gained prestige and political influence because of its role in fighting the infidel and providing the merchants and rulers of Algiers with a major source of income. Algiers became the privateering city-state par excellence, especially between 1560 and 1620. And it was two privateer brothers who were instrumental in extending Ottoman influence in Algeria.
In the early days of the Turkish domination the corsairs had been influenced by political preferences. They had especially waged war against the Spaniards, who had expelled the Moors, and whose sovereign, Charles V, was the enemy of the Sultan. They respected the vessels of Francis I, the Sultan's ally. So may even pirates follow the dictates of conscience. But as time went on the high character of the Algerian corsairs suffered some abasement through association with the renegades of Christendom, and French and Spanish vessels met a like fate,-all was fish that came to their net. The French, who had formerly felt that the Spaniards were getting no more than their deserts, and had even afforded Kheir-ed-Din a temporary refuge in the port of Marseilles during a storm, were naturally hurt at the ingratitude of these proceedings. They went so far, in the reign of the Grand Monarque, as to bombard Algiers on two occasions,-with the customary result. Their fleets sailed away; Algiers rebuilt itself, and proceeded upon its piratical way.
In the matter of piracy Bougie followed the example set by Algiers with great zeal and success. So troublesome were its corsairs to Spain that in 1508 Ferdinand V was goaded to action, and sent a fleet of fourteen ships under Don Pedro Navarro to take possession of it; and the Spaniards held it for nearly forty years. But the failure of the expedition of Charles V against Algiers in 1545 put great courage into the Algerians. They attacked the castle on the harbour and the citadel on the heights with an overwhelming force. The governor, Don Alonzo de Peralta, seeing resistance hopeless, and anxious to save the lives of his garrison and its women and children, surrendered the town on condition that all the Spaniards within the walls should be allowed to depart, and that ships should be furnished to carry them to Spain. The Emperor, doubtless still smarting under his defeat, did not take this fresh reverse in good part and condemned the unfortunate governor to lose his head. Thenceforth until the French invasion Bougie was held by a small Turkish garrison, and the town, which is said to have contained in its palmy days a population of 100,000, fell into decay.
European maritime powers paid the tribute demanded by the rulers of the privateering states of North Africa (Algiers, Tunis, Tripoli, and Morocco) to prevent attacks on their shipping by corsairs. No longer covered by British tribute payments after the American Revolution, United States merchant ships were seized and sailors enslaved in the years that followed independence. In 1785 the Dey of Algiers, looking to piracy for his income, sent his piratical cruisers out into the Atlantic to seize upon the merchantmen of the new nation that had no navy to enforce its authority. Two vessels were captured, and their crews sold into disgraceful slavery in Algiers.
When the first Congress of the United States under the present Constitution assembled, President Washington called the attention of the law-makers to the crying need for a navy. But war had set in between Portugal and Algiers; the Algerian corsairs were blockaded in their ports, and American vessels were enjoying a temporary immunity from piratical attack. Therefore Congress hesitated.
But in 1793 peace was suddenly arranged between Portugal and Algiers. Immediately the corsairs swarmed out of the Mediterranean Sea, and swooped down upon the American merchantmen. In a few weeks four ships were in their hands, and the gangs of white slaves in Tunis and Tripoli were re-enforced by nearly two hundred luckless Yankee sailors. Then Congress awoke, and ordered the immediate building of six frigates. The ships were laid down, the work was well under way, naval officers had been appointed, and every thing seemed to point to the revival of the American navy, when a treaty was negotiated with Algiers and all work was stopped.
And what a treaty it was! By it the United States relinquished every claim to the rights of a sovereign nation. It agreed to pay an annual tribute to the piratical Dey, in consideration of his granting to American vessels the right of travel on the high seas. And when some slight delay occurred in making the first payment of tribute, the obsequious government presented the Barbary corsair with a frigate, to allay his wrath.
Payments in ransom and tribute to the privateering states amounted to 20 percent of United States government annual revenues in 1800. While the tribute paid to Algiers had merely changed the attitude of that country from open hostility to contemptuous forbearance, it had brought the other Barbary states clamoring to the United States for tribute. Tunis and Tripoli demanded blood-money; and each emphasized its demand by capturing a few Yankee merchantmen, and selling their crews into slavery. The agents or ambassadors sent by the United States to these powers were treated with the utmost contempt; and while their lives were often in danger, their property was always considered the fair prey of the Barbarian ruler to whose domain they were sent. By this time the United States authorities had perceived the error they had committed in temporizing with the Barbary powers. They had quieted Algiers by the payment of a heavy tribute, and the gift of a frigate. But this had only excited the cupidity of the other petty states.
Early in 1802 the US Congress passed laws, which, though not in form a formal declaration of war, yet permitted the vigorous prosecution of hostilities against Tripoli, Algiers, or any other of the Barbary powers. A squadron was immediately ordered into commission for the purpose of chastising the corsairs. As the expedition had been perfect in conception, so it was perfect in execution. The adventure became the talk of all Europe. Lord Nelson, England's greatest admiral, said of it, "It was the most bold and daring act of the ages."
The Napoleonic wars of the early nineteenth century diverted the attention of the maritime powers from suppressing what they derogatorily called piracy. But when peace was restored to Europe in 1815, Algiers found itself at war with Spain, the Netherlands, Prussia, Denmark, Russia, and Naples. In March of that year, the United States Congress authorized naval action against the Barbary States, the then-independent Muslim states of Morocco, Algiers, Tunis, and Tripoli. Commodore Stephen Decatur was dispatched with a squadron of ten warships to ensure the safety of United States shipping in the Mediterranean and to force an end to the payment of tribute. After capturing several corsairs and their crews, Decatur sailed into the harbor of Algiers, threatened the city with his guns, and concluded a favorable treaty in which the dey agreed to discontinue demands for tribute, pay reparations for damage to United States property, release United States prisoners without ransom, and prohibit further interference with United States trade by Algerian corsairs. No sooner had Decatur set off for Tunis to enforce a similar agreement than the dey repudiated the treaty. The next year, an Anglo-Dutch fleet, commanded by British admiral Viscount Exmouth, delivered a punishing, nine-hour bombardment of Algiers. The attack immobilized many of the dey's corsairs and obtained from him a second treaty that reaffirmed the conditions imposed by Decatur. In addition, the dey agreed to end the practice of enslaving Christians.
