Cargo Offloading and Transfer System (COTS)

The Cargo Offloading and Transfer System (COTS) is a subsystem of the Navy's Cargo Offload and Discharge System (COLDS) designed to provide the capability to offload and backload current and future generations of containerized cargo vessels while moored offshore and to deliver the container and vehicular cargo to the beach, as required, in areas completely lacking specialized port facilities. COTS consists of the following major facilities: (1) causeway section, powered (CSP) and side loadable warping tug (SLWT); (2) causeway Section, non-powered; (3) Roll-on/Roll-off Discharge Facility (RRDF); and (4) elevated causeway (ELCAS) and modular elevated causeway (ELCAS(M)). The first three items are common with the Navy Lighterage (NL).

Containers are a transportation equipment which meet Internaation Organization for Standardization (1S0) standards and which is designed to transport materiel without intermediate reloading. "Container" includes modules or clusters which may be coupled in an integral unit meeting 1S0 standards. Containers may be used to transport cargo or to shelter equipment, personnel, or portable maintenance and storage facilities. The Navy will use containers to the maximum extent practicable and will rely primarily on the commercial transportation industry to provide container service. To assure commonality and interchangeability with the commercial sector, the containers and the supporting infrastructure will be designed to 1S0 specifications whenever practicable. Commander, Naval Facilities Enqineerinq Command (COMNAVFACENGCOM) is cradle to grave program management for COTS, including integrated logistics support (ILS) used in amphibious, maritime prepositioning, and advanced base environments. COMNAVFACENGCOM will serve as the principal development activity for, of the COTS, support COTS maintenance and monitor performance efforts. COTS is made up of the Navy standard system of components, of which the basic building block is the 5'x5'x7' Navy lighterage pontoon section and the Army MCS, which is composed of an intermediate section of 40'x8'x4.5' and two raked ends of 20'x8'x4.5'. These MCS components can be configured into various causeway ferries and floating causeway piers and roll-on/rolloff discharge facilities (RRDF).
