Peaceful Eagle

Approximately 150 U.S. and 150 Albanian soldiers participated in a combined peacekeeping exercise September 11-21, 1995, near Durres, Albania. Peaceful Eagle '95 was the first combined, bilateral peacekeeping exercise between U.S. and Albanian soldiers conducted in that country. It involved about 150 engineers from the 3rd Inf. Div., and as many Albanian soldiers from the Shijaku Division, some of whom had trained with U.S. soldiers at Fort Polk, La., in a Partnership for Peace exercise called Cooperative Nugget '95.

The U.S. 82nd Engineer Battalion, 3rd Infantry Division, headquartered in Bamberg, Germany, and the Albanian Shijaku Division, headquartered in Shijaku, Albania, will conduct the 10-day exercise called Peaceful Eagle 95. The bilateral exercise was conducted in the spirit of NATO's Partnership for Peace program. The units worked toward improving peacekeeping operations in a cooperative U.S.-Albanian effort. They conducted realistic individual and small unit training in peacekeeping-related tasks, while seeking a better understanding of the challenges in performing multinational operations.

Peaceful Eagle 95 was designed to foster cooperation between the U.S. and Albania. Soldiers trained in a variety of peacekeeping tasks, including escorting humanitarian convoys, establishing and operating a checkpoint, establishing and operating observation posts, route security, establishing and operating a combined mobile checkpoint, and securing a fixed site. Albanian soldiers also acted as role players for various exercise scenarios. U.S. and Albanian soldiers trained side-by-side during most of the operations.

U.S. and Albanian translators were used during the exercise. Since August 1994, U.S. and Albanian soldiers met regularly to plan the exercise. U.S. Army Colonel M. Stephen Rhoades and Albanian Army Colonel Spiro Proko jointly commanded the exercise.

The multilateral exercise "Peaceful Eagle '96", in which took part 2000 troops who acted in 44 situations, was of great values for the specialists. To support this JCS exercise, NMCB 40 deployed 39 personnel to Rinas and Biza, Albania. This Detail completed 6 tension fabric structures, 24 burnout latrines, two 15-foot observation towers, 3 pedestrian bridges, 16 shave/wash stations, and numerous other small projects. This project was done in conjunction with Army engineers from the Southern European Task Force (SETAF) and provided a tremendous opportunity for service interoperability.

Operating an intermediate staging base (ISB) is a mission not normally assigned to an area support group (ASG). However, for Quartermasters in the 22d ASG in Vicenza, Italy, planning and executing ISB operations is a key link in the capability of the Joint Task Force, commanded by the Southern European Task Force (SETAF), to project power south of the Alps, around the Mediterranean and into the African continent. Multifunctional Quartermasters need to be familiar with the setup and operation of an ISB because most Quartermaster officers and noncommissioned officers will help plan or execute ISB operations many times throughout their careers.

Exercise Peaceful Eagle '96 in Albania in Summer 1996 drew support from an ISB in Ancona, Italy. Units crafted in the ISB were the 22d ASG, two movement control teams from the 14th Transportation Battalion at Vicenza, US Army Reserve (USAR) soldiers from the 314th Support Center at Vicenza, and a port management team from the 1321st Medium Port Command at Livorno, Italy.

Peaceful Eagle in 1997 was a command post exercise. Bulgaria tested and trained commanders and headquarters to deal with a variety of peace enforcement scenarios. Countries in the Partnership For Peace (PFP) agreement held exercises in Sofia on 16-22 May 1997. The "Peaceful Eagle 97" exercise was carried out with the participation of Turkey, the US, Bulgaria, Italy, Macedonia, Moldova, Romania and Greece.
