INTRODUCTION
This newsletter updates the risk management (RM) concept and the RM tactics, techniques and procedures (TTP) published in two previous Center for Army Lessons Learned Newsletters: No. 93-9, Force Protection (Safety), December 1993, and No. 95-9, Risk Management for Brigades and Battalions, June 1995. Those newsletters reported the results of RM TTP tested with three brigades and one battalion during the planning, execution and assessment phases for rotations at the National Training Center (NTC) (1), Joint Readiness Training Center (JRTC) (2) and Combat Maneuver Training Center (CMTC) (1). Test units achieved significant reductions in ground accident casualty rates (60-percent lower than typical rotations) and no aviation accidents. The RM TTP were refined and tested with Task Force (TF) XXI which concluded with the Advanced Warfighting Experiment (AWE) at NTC during February and March, 1997. In the AWE, TFXXI achieved a 45-percent reduction in ground accident casualty rate (compared to the previous 12 NTC rotations) and experienced one Class C (minor) aviation accident.

Based on lessons learned from the TFXXI AWE, the RM TTP were further refined and are presented in this newsletter. Risk management doctrine was developed and is included in FM 101-5, Staff Organization and Operations, 31 May 1997, as well as in FM 100-14, Risk Management, 23 April 1998.
