PREFACE


1. NTC Trends Analysis is an analytical synopsis of each of the repeated (therefore, priority) NTC trends, both positive and negative, that were published in CALL's NTC Priority Trends, A Compendium of Trends with Techniques and Procedures That Work! (hereafter refered to as the "Compendium"). The Compendium is a required companion document to this analytical synopsis, and lists the NTC priority trends and associated techniques upon which the analyses were based. This is the first such analytical synopsis, and includes seven quarters worth of reported NTC trends (4QFY94, 1QFY95, 2QFY95, 3&4QFY95, and 1&2QFY96). Future NTC Trends Analysis will be completed periodically as requirements dictate.

2. NTC Trends Analysis is divided into seven sections, one for each of the Battlefield Operating Systems (BOS). This is the "big picture" as defined by NTC and compiled by CALL, and includes discussions on doctrine, training, leader development, organization, materiel, and soldier (DTLOMS) implications that may lead to NTC's Trend Reversal Program (TRP) or the TRADOC Remedial Action Program (T-RAP).

a. Paragraph I of each of the seven sections is a Priority Trends Matrix chart of all the priority trends within the respective BOS. This is the same chart that was published in Section A of the Compendium. It shows the number of times per quarter an observer/controller (O/C) documented that particular trend/observation. Additional information on how to read the Priority Trends Matrix chart is provided on pages 1 and 2 of the Compendium.

b. Paragraph II of each section is a "BOS analysis", an executive summary of findings and issues associated with that particular BOS.

c. Paragraph III of each section is an analysis of each individual trend for that BOS, in the order they are listed on the Priority Trends Matrix chart.

d. Paragraph IV of each section is a discussion of DTLOMS implications for that BOS. These are NTC observer/controller (O/C)-recommended solutions to performance shortfalls, arranged by CALL into the appropriate DTLOMS category for further action as appropriate via the TRADOC Remedial Action Program (T-RAP) (TRADOC Reg 11-13).
