Critical compliance junctures during Operation JOINT ENDEAVOR upon which mission analysis was based.

The G2 and G3 Plans sections of Task Force Eagle developed the Measures of Success matrix depicted below, after careful analysis of the GFAP and the Staff Judge Advocate's compliance deadline matrix. Specified and implied FWF compliance tasks were broken down into six primary "measures of success" categories which were further defined with supporting tasks. The standardized matrix included those measures of success keyed to completion times, and FWF unit cells were added to the matrix to reflect the BiH, VRS and HVO Orders of Battle in the Task Force Eagle AOR. Updated weekly, the color entries in each matrix cell reflected units' compliance at reporting time. Green indicated full compliance (90 percent or more completion and expectation to be completed within the stated timeframe). Yellow indicated partial compliance (started and well underway with the assessment that the FWF was willing to comply). Red entries showed noncompliance (no willingness to comply).
