LOGISTICS


INTRODUCTION: Logistical support for Joint Task Force-Los Angeles was adequate overall. Initial coordination problems with the Defense Logistics Agency (DLA) were quickly solved, and the Joint Task Force received needed supplies from DLA and the Army Materiel Command (AMC). Several logistic problems did surface during initial activation and deployment of units. Prudent measures will prevent similar problems in the future.

Some units reported difficulties in obtaining required maps. Initial supply problems prevented the required ammunition and riot control equipment from being available when National Guard soldiers were ready for deployment. Prepositioning supplies will alleviate future problems and provide early accessibility during civil disturbance operations.

TOPIC: Maps.

DISCUSSION: Military operations in domestic urban areas require maps which are not usually available from the Defense Mapping Agency (DMA). Obtaining maps from alternative sources is imperative. JTF-LA used the Los Angeles County Street Guide and Directory produced by Thomas Bros. of Irvine, CA, as the standard tactical map for the operation.

This booklet provided several large scale (1:28,000) detailed map sheets with grid references. Key facilities, such as police and fire stations, churches, schools, and National Guard armories, are annotated on these maps. Some critical infrastructure facilities, such as power grids and stations, telecommunications centers and relays, hazardous industrial locations, and essential record-keeping institutions, are not annotated.

Thomas Bros. also produces a 4- x 5-foot laminated "mini wall" map of the entire Los Angeles county which was used as a situation map in command posts. Also of great value were the American Auto Associated (AAA) maps of the area, particularly the freeway system map.

LESSON(S):

a. Acquire commercial maps from available sources when deployed to an urban area. Ensure enough copies are available to provide map booklets down to the small unit level.

b. National Guard and other governmental agencies should have up-to-date maps available for possible disaster areas. Extra copies should be maintained for outside agencies deploying to the area.

TOPIC: Prepositioning of Security Ammunition and Riot Control Equipment.

DISCUSSION: CAARNG units did not have security ammunition readily available. All MP companies were assembled and deployed to immediate forward locations in the area of operations without security ammunition and riot control equipment. The security ammunition held by the CAARNG was surrendered several months earlier due to directives from the Logistics Directorate and USPFO.

LESSON(S): Command emphasis on readiness should always be at the forefront. Preposition ammunition, riot control equipment and other required supplies.
