FOREWORD

OCTOBER 1993


The primary focus of the Army is warfighting, but operations other than war constitute a continuing and growing mission. Given the current coexisting environments of peacetime and conflict (as opposed to war), we can expect to be involved in the full gamut of operations other than war, from peace enforcement and antiterrorism to counterdrug and disaster assistance.

This publication focuses on lessons collected from unit activities associated with Hurricane Andrew that struck Florida and south central Louisiana in August 1992 and Hurricane Iniki that struck the island of Kauai in September 1992.

These operations demonstrated the readiness, training, and deployability of the uniformed services. The disaster assistance operations were characterized by professionalism, discipline, and compassion. Our Armed forces personnel served with pride and distinction.
