FOREWORD

This Center for Army Lessons Learned (CALL) publication is the first in a series of newsletters enumerating the lessons on the use of the Reserve Components (RC) in Operations DESERT SHIELD and DESERT STORM. The first is a compendium of observations and performance-improving ideas resulting from the mobilization of the RC. In the third writing, CALL will report the lessons of the demobilization of the RC.
The situation in the Middle East remains unstable. The presence of the U.S. military may be required to assist in maintaining world peace. A very real possibility exists that the future may require mobilization of at least a portion of our RC. Few soldiers predicted the events of August 1990, necessitating the mobilization of approximately 25 percent of our RC. Now, in light of the "downsizing"of our Army over the next few years, many soldiers recognize the potential of future mobilizations.
We must analyze our recent experiences and incorporate them into our planning and training. We must implement change where change is warranted. Where existing methods and strategies were validated, we must publicize them to insure continued application and use. The employment of the experiences and lessons of this newsletter can assist in the success of any future mobilization.
Willingness to share your experiences enables CALL to accumulate and propagate the Army's collective lessons.
