LEADERSHIP STUDY: FORT HOOD

In 1985, the Essex Corporation published the Fort Hood Leadership Study. They studied specifically the Human and Leadership Goals (HLG) (also known as the "Power Down" concept) as implemented at Ft. Hood during 1983-1985. These concepts of HLG are also supported in FC 22-999, Leadership and Command at Senior Levels. CALL worked with the Center for Army Leadership (CAL) and published a condensed version of this study in November 1986. This publication was distributed Army-wide to battalion level. MI BATTALION SIGINT/EW TRAINING

Conducting realistic SIGINT/EW training in TOE units has historically been a problem. Although guidelines for training management in battalions are in FM 25-3, SIGINT/EW training remains a problem. The 312th MI Battalion (CEWI) at Fort Hood (among others) has completed a comprehensive and insightful study to focus the battalion's SIGINT/EW training. Sanitized copies of their classified briefing on this subject have been provided to all AC/RC CEWI battalions. Additional copies are available upon request from CALL.
