MEMORANDUM FOR (SEE DISTRIBUTION)

SUBJECT: Stay-Behind Equipment Maintenance

1. REFERENCES.

a. Memorandum of Understanding Between 1CD & DOL, AFVA-GD, Subject: Operational Maintenance and Storage Plan, 3 Aug 98.

b. 1CD G4 MOI, Subject: Stay-Behind Equipment, 7 Aug 98.

2. PURPOSE. This memorandum establishes the Brigade Combat Team stay-behind maintenance plan for equipment assigned to deploying units that will be remaining in the rear (Fort Hood, TX) during the deployment to Bosnia.

3. APPLICABILITY. This policy applies to all BCT-deploying units, support units, and civilian personnel who will be providing maintenance and supply support to equipment assigned to deploying units.

4. BACKGROUND.

a. The BCT will be deploying to Bosnia in mid September 1998 and returning March 1999.

b. An agreement has been made between the 1st Cavalry Division and DOL to provide specified stay-behind maintenance support to deploying units.

5. POLICY (Areas of Responsibility).

a. 1CD G-4 Maintenance Responsibilities.

(1) Maintain oversight of maintenance agreement ensuring compliance and maintenance standards are met.

(2) Maintain a listing of all stay-behind equipment, by unit, with dates for all services.

b. Office of the Inspector General Responsibility. Conduct periodic walk-through inspections of maintenance facilities to ensure unit rear detachment maintenance management actions performed by 1st Cavalry Division soldiers are in full compliance of all applicable regulations and policies.

c. DOL Responsibilities.

(1) Perform annual services for all wheeled vehicles (IAW TM -20 standard) (BCT units) maintenance facilities.

(2) Install all organizational parts.

(3) Transport slice unit's equipment from unit motorpool to FSB maintenance facility for annual service.

(4) Open work orders for annual services as a constant means to track vehicle location and maintenance performed. Accountability is key.

(5) Notify stay-behind maintenance personnel when faults (DS or higher) are found during services and/or exercise.

(6) Submit AOAP samples as required. This includes all required resamples and any initial samples that are due or delinquent at the time of Equipment Handoff to DOL. Deploying BCT units must contact the AOAP lab and defer all other AOAP samples until redeployment in April 1999. Stay-behind unit maintenance personnel will transport all AOAP samples to the AOAP lab.

(7)Maintain vehicle tarps during the period of operational storage and maintenance support.

d. BDE Maintenance OIC/NCOIC Responsibilities:

(1) Establish routine maintenance reporting procedures to include:

(a) A weekly maintenance meeting with all subordinate unit representatives and the DISCOM MSB Maintenance Officer to review the 026 Deadline Report and resolve issues.

(b) Collection of OPTEMPO mileage reports from all units on the 1st and 16th of every month.

(c) Ensure all units submit AMSS reports to 1CD DMMC on the 1st and 16th of every month.

(2) Maintain constant communication with the 1CD G4 Maintenance Office and submit all routine and required reports to include:

(a) Brigade OPTEMPO mileage report by vehicle type and average mileage by the 16th of every month.

(b) Status of all vehicle services conducted in the brigade.

(c) Submission of Warstoppers and critical maintenance-related issues at the ground level when needed.

e. BCT Unit Responsibilities:

(1) Provide the BCT S4 with a POC and list of all stayback maintenance personnel NLT COB 24 August. The quality of stay-behind organizational maintenance personnel is critical to the success of the proper maintenance of stay-back vehicles. Certified personnel are needed to operate ULLS-G, order, receive, and issue organizational parts, submit all AMSS reports, turn in all recoverable items, and troubleshoot on a daily basis.

(2) Ensure all vehicles are locked. All vehicle keys will be labeled to show vehicle bumper number and vehicle type, neatly organized, and continuously monitored by personnel designated by the unit stay-back maintenance OIC. All units will maintain an organized key sign-out log to facilitate key control and accountability. All unit rear detachment commanders will inspect vehicle keys and logs by COB Friday of every week.

(3) Ensure all motor pools are open and ready to receive DOL maintenance personnel from 0730-1600, Monday through Friday. Unit stay-back personnel must be present to allow DOL personnel access to bays, special tool rooms, and other secure areas maintained by the unit.

(4) Ensure all vehicles are clean and dry, inside and out, to include the engine compartment, battery supports, retainers, and seats.

(5) Ensure all necessary service kits are ordered and a full basic load of packaged POL are maintained in the unit motor pool. Units will issue these to DOL on a daily basis.

(6) Submit AMSS reports to DMMC on the 1st and 16th days of each month. This report must be signed by the unit rear detachment commander.

(7) Submit an OPTEMPO mileage report that lists all organizational vehicles by type and bumper number to the BCT Maintenance OIC/NCOIC on the 1st and 16th days of each month. All mileage reports will show current odometer readings and mileage accumulated since the last reporting period.

(8) Participate in the weekly brigade maintenance meeting. Be prepared to provide current unit service SITREP and brief the 026 Deadline Report.

(9) Perform vehicle preparation for evacuation maintenance to DS or higher and brake test.

(10) Assist DOL mechanics with the installation of organizational parts.

f. DSU Responsibilities.

(1) The FSB and ASB will suspend all Standard Army Maintenance System (SAMS) 1 and Supply Support Activity operations NLT 15 August 1998.

(2) All DS work order transactions and Cl IX requisitions normally conducted by the ASB and FSB will be the responsibility of the MSB starting 16 August 1998. This includes tracking and picking up parts previously requisitioned by the ASB and FSB.

(3) DS work orders will be "passed back" to the COSCOM when necessary through normal evacuation procedures.

(4) The DSU will utilize SAMS 1 to transfer aviation work orders to (aviation maintenance contractor) mechanics only.

(5) Transfer deploying equipment out of ULLS boxes.

g. DMMC Responsibilities.

(1) Conduct normal reporting procedures on stay-behind equipment unless otherwise instructed.

(2) Provide the MSB with a worked 026 report for the ASB and the FSB.
