Maintenance and Storage Plan

SUBJECT: Operational Maintenance and Storage Plan
1. Purpose. To define agreed terms and conditions between the 1st Cavalry Division and the Directorate of Logistics for an operational maintenance and storage plan. The agreement will outline specific support to selected wheeled and tracked vehicles remaining at Fort Hood, TX, during the division's deployment to Bosnia.
2. Problem. Insufficient numbers of maintenance personnel will be available at home station during deployment to Bosnia. Since maintenance is crucial and drives combat readiness, there must be adequate maintenance performed on vehicles during the deployment.
3. Scope. The DOL will provide for critical and periodic maintenance activities, and specific systems checks.
4. Understanding and Agreements.
(1) All wheeled vehicles will have an annual service performed IAW TM -20 standard as outlined in each vehicle's TM.
(2) The 1st CAV will provide packaged POL, service kits, and all class IX parts.
(3) The DOL will submit samples to the Army Oil Analysis Program (AOAP) as required. This includes all required resamples and any initial samples that are currently due or delinquent at the time of equipment handoff to DOL. Deploying units will contact AOAP lab and defer all others. Stay-behind units will transport AOAP samples to AOAP lab.
(1) Basic issue items (BII) shall remain in their designated storage locations under unit control. Classified equipment and weapons will be removed, preserved, and stored IAW the requirements for the item.
(2) Units will ensure vehicles are clean and dry, inside and outside, including engine compartment, battery supports, retainers, and seats.
(3) The DOL will maintain vehicle tarps during the period of operational storage and maintenance support.
5. Critical, periodic, and specific maintenance and systems checks.
(1) Perform "before" operations checks IAW-10 manual. Check all fluid levels in engine, transmission, and hydraulics. Ensure vehicle has proper brake pressure.
(2) Allow vehicle systems to reach operating temperature and drive vehicle to exercise systems.
(3) Launch and retrieve the bridge.
(4) Shut down the system per the manual and perform "after" operations checks.
(1) Perform "before" operations checks IAW-10 manual. Check all fluid levels in engine, steering unit, final drives, hydraulics, and batteries.
(2) Allow vehicle system to reach operating temperature and drive vehicle to exercise system. Ensure hydraulics are at operational pressure and exercise all actuators.
(3) Shut down the system per the manual and perform "after" operations checks.
(4) Conduct complete annual service to 10/20 standard.
(1) Perform "before" operations checks IAW-10 manual. Check all fluid levels, battery box, and cable connections.
(2) Allow vehicle system to reach operating temperature and drive vehicle to exercise system. Ensure hydraulics are at operational pressure and exercise hydraulics by lowering and raising ramp.
(3) Shut down the system per the manual and perform "after" operations checks. Follow cool down procedures on M113A vehicles.
(1) Perform "before" operations check IAW-10 manual. Check all fluid levels, battery box, and cable connections.
(2) Allow vehicles systems to reach operating temperature and drive vehicle to exercise system. Ensure hydraulics are at operational pressure and exercise hydraulics by lowering landing legs and using bucket.
(3) Shut down the system per the manual and perform "after" operations checks.
(4) Conduct complete annual service to 10/20 standard.
(1) Inspect, clean, and service batteries and box.
(2) Start engine, bring vehicle to operating temperature, and exercise in the motorpool. Exercise retrieval/tow cylinder, left and right outrigger jacks, and boom assembly.
(3) Preserve and pack all winches with lubricant.
(4) Conduct complete annual service to 10/20 standard.
(1) Use a tractor to move the trailer at least monthly. Operate the brakes to prevent corrosion of the brake shoes and drums. Move trailers at least 100 meters. Operate brakes while moving so the brakes can be glazed.
(2) Start pony engine bi-weekly and let idle for at least 10 minutes.
(3) Conduct monthly fuel transfer operations between tankers (50 gallons) to lubricate components.
(4) Preserve and pack all winches with lubricant.
(1) Conduct annual services IAW TM -20 standard.
(2) Start vehicles monthly and drive approximately 1/4 mile (around motorpool) at slow speed.
(3) Run air conditioner in M997, HMMWV Ambulance, monthly.
(4) Preserve and pack all winches with lubricant.
(1) Conduct annual service IAW TM -20 standard.
(2) Start vehicles monthly and drive approximately 1/4 mile (around motorpool) at slow speed.
(3) Preserve and pack all winches with lubricant.
6. Required resources and funds by DOL based upon this MOU and attached vehicle density is estimated $2.196 million.
7. Agreement Compliance. The 1st Cavalry Division, G-4 office, will be responsible for the oversight of the operational maintenance and storage plan. The office of the Inspector General will conduct periodic walk-through inspections to ensure unit rear detachment maintenance management actions performed by 1st Cavalry Division soldiers are in full compliance of all applicable regulations and policies.
8. Effective date. The DOL will provide maintenance support to the 1st Cavalry Division, as specified by this MOU, during the period 1 September 1998 through 31 March 1999.
