EU High Representative/Vice-President, Josep Borrell, met with the Secretary-General of the United Nations, António Guterres, on 22 February. The meeting took place as the UN General Assembly started its debate on a just and lasting peace for Ukraine, coinciding with the one-year mark since Russia launched its war of aggression against Ukraine.

High Representative Borrell confirmed to the UN Secretary-General the EU´s unwavering resolve to support Ukraine, including in its efforts to secure a comprehensive, just and lasting peace based on the UN Charter as called for by the UNSG at the General Assembly. He also reaffirmed the EU's commitment to continue addressing the global consequences of the war, focusing on food security and the crucial extension of the Black Sea Grain Initiative.

The HRVP and the UN Secretary-General exchanged views on how to redouble efforts to ensure that COP28 goes a step further than the existing ambitions. The High Representative informed about the recent discussion on climate and energy diplomacy at the Foreign Affairs Council as well as the ongoing work to integrate the risks arising from climate change in the EU´s development, diplomacy, security, and defence policies.

Other issues covered during the conversation were the normalisation of relations between Serbia and Kosovo, the Middle East Peace Process, Ethiopia and the Sahel.
