SYSTEM DESCRIPTION & CONTRIBUTION TO JOINT VISION 2010
DM and MM were initially created to provide full interoperability across DoD in the functional areas of Depot Maintenance and Material Management, respectively. Currently, these programs have been scaled back to a series of individual applications which support their appropriate functional areas.
MM consists of six individual applications each of which has been developed and deployed.
DM consists of several applications which are being interfaced with each other. Each service is using a unique combination of applications in their individual depots which effectively prevents these applications from being a true "system". Withdrawal of service support for a DM "system" led to the previous acquisition strategy being put on hold in April 1997.
DM and MM supports JV2010 by helping to provide focused logistics.
BACKGROUND INFORMATION
DM and MM started as multi-phase development programs which would take legacy, stovepipe systems in their functional areas and provide interfaces along with new development for functionality which was unavailable in the existing systems. After the interface phase there would be an integration phase where the entire range of functional area activities would be fully integrated within a single DoD-wide standard system.
Poor performance in the development phase, spiraling costs, and schedule slippage resulted in abandonment of the integration phase and a scaling back, particularly in MM, of the interface phase. The devolution of the programs to their current state has prompted a move to return oversight of these programs to the component level.
TEST & EVALUATION ACTIVITY
Both DM and MM have been running system acceptance tests and baselining efforts on their individual applications.

DOT&E supports the CBI position of turning oversight over to the Services.
