Naval Computer and Telecommunications Area Master Station Atlantic [NCTAMS LANT] was established because of the handling of message and data information as distinct entities rather than related disciplines impeded the information flow in the Navy. The melding of communications and computer technologies led to the integration of these disciplines in the Navy. NCTAMS LANT is dedicated and committed to operate and maintain responsive information transfer systems that provide real-time C4I information support to the Atlantic Fleet.
In November 2000, as a result of a reduction in the functions and tasks of Naval Computer and Telecommunications Station, Cutler, ME and Pensacola, FL shore activities, the claimant realized a reduction in the overall command billet and operating structure and subsequent elimination of overhead expenses by incorporating all remaining work through standing up on site Naval Computer and Telecommunications Area Master Station Atlantic Detachments.
The Management Resources Department (Code N1) mission is to implement and administer all facets of personnel and command support services to NCTAMS LANT and LANT regional commands. Services include military and civilian personnel management; civilian and military awards; Commercial Activities; military justice; regional manpower coordination; civilian performance systems; position management and classification; position description reviews; position description reviews; desk audits; Efficiency Reviews; staffing studies; mail and correspondence control; general files management; Wellness and Quality of Life; Public Affairs; Hotline Program; Leave Donor and Leave Entitlements Programs; Volunteer Coordinator; Audit Liaison; Environmental Health and Safety; Physical, Information & Personnel Security; Naval Warfare Publications Library (NWPL); Command Drug and Alcohol Program Advisor and Freedom of Information (FOIA) Coordinator.
The mission of the Base Level Communications Department (Code N2) is to provide day to day operational support, management, planning, acquisition, and technical support services for the operations, administration and maintenance of Base Communications Offices (BCOs) within the Hampton Roads and Northeast Regional areas. These offices are located in nine (9) states (from Maine to Illinois).
The Operations Department (Code N3) provides rapid, reliable, and secure voice, video and data services and communications links in support of Command, Control, Computer, Communications and Intelligence (C4I) to Joint U.S. Forces deployed worldwide ashore and afloat. Direct the operation and maintenance of assigned elements of the Naval Communications System, Defense Communications System (DCS) and commercial assets in support of area commands, Chief of Naval Operations, and Joint Chiefs of Staff.
The Facilities Department (Code N4) is responsible for the organization, administration and supervision of all public works functions. This includes the maintenance, alteration, repair, overhaul and disposal of land and improvement (Class I and II Plant Property); the procurement and production of utilities and the operation of utilities distribution systems; the operations and maintenance of construction, weight handling, and transportation equipment, and the provision of facilities planning and related public work services. Enforces energy conservation, environmental and hazardous waste programs.
The mission of the Regional Plans and Requirements Department (Code N5) is to ensure NCTAMS LANT and its regional communications stations are postured and properly equipped to communicate into the 21st century through responsible mid and long range planning (six months and out), project management, and by tracking status of implementation of regional communications requirements and assessments in the areas of automation/standardization; systems upgrades and modernization; new installations; connectivity; operational and contingency planning; and frequency management.
The Electronics Maintenance Department (Code N6) is composed of a staff of 100 highly trained military and civilian personnel. Its mission is to maintain the station's communication suite at the highest state of material readiness and to provide regional technical leadership and guidance to component commands.
The Supply and Fiscal Department (Code N7) serves as the principal financial advisor to the Commanding Officer. Direct a comprehensive program for the budgeting, accounting, recording, billing and financial control of all transactions. Provide financial analysis to management to facilitate cost effective and efficient administration of internal and external operations. Provide centralized command support involving contractual and supply support services including contract administration, small purchase services, supply requisitioning, warehouse operations and property management.
