Navy Petroleum Office

The Navy Petroleum Office (NAVPETOFF) is a field activity of the Naval Supply Systems Command under the command and support of the Commander, Naval Supply Systems Command. NAVPETOFF is an echelon 3 level activity and falls under the category of a support shore establishment. The mission of NAVPETOFF is defined to: "Act as a technical and functional manager for all petroleum programs in the Department of Navy (DON), and to perform such other functions and tasks as may be assigned by higher authority."

This mission is accomplished through close liaison with the Defense Logistics Agency (Defense Energy Support Center) and Fleet and shore activities of the Navy and Marine Corps. Located at the Defense Logistics Agency (DLA) Headquarters Complex Building on Fort Belvoir, VA, the NAVPETOFF falls under the Commandant, Naval District, Washington, DC, for area coordination.

The Petroleum Systems Division encompasses all matters relating to petroleum systems Fuel Automated Systems (FAS), Automatic Tank Gauging (ATG), Automated Fuels Handling Equipment (AFHE), etc., petroleum policy and the fiscal and administrative functions. Additionally, this division is responsible for assisting field activities in documenting fuel specification problems and recommending solutions.

The Facilities Engineering Division functions as the technical support and engineering services provider for fuel related military construction (MILCON) projects and Maintenance, Repair and Environmental (MRE) projects at NAVSUP fuel activities and other Navy claimant activities (USN, USMC and Air Stations). Personnel coordinate the submission of projects and provide daily advice and guidance on programs related to the operation of Navy fuel terminals.

The Fuel Management Division oversees all Navy/DFSC fuel programs and provides contractual and technical assistance (i.e., technical assistance via phone and/or on-site visits to all Navy and Marine Corps fuel activities). Additionally, they act as the interface for all fleet petroleum related issues.

The Resource Management Division oversees the fiscal resourcing and administration of NAVPETOFF. Coordinates all Command administrative functions such as employee development and arranging for office services, equipment and supplies. Acts as liaison with civilian and military personnel and payroll offices; interprets policy, develops and maintains directives; administers the NAVPETOFF POL Officer Intern Program; manages the Command's ADP Program; serves as the Program Manager for two Interservice Support Agreements (ISA) between NAVPETOFF and the Defense Logistics Agency Support Service (DSS) for building services and Defense Energy Support Center (DESC) for ADP support services.
